Senior Program Manager, Water Efficiency and Reuse

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Program Manager, Water Efficiency and Reuse based in the United States.

This is a high-impact leadership role focused on advancing water efficiency and reuse strategies through a combination of technical expertise, program management, and strategic influence. You will lead complex, multi-year initiatives while overseeing a broader portfolio of projects that contribute to long-term water resilience across utilities, industries, and communities.
The role blends hands-on research and analysis with senior-level program oversight, requiring the ability to translate complex water systems knowledge into practical, scalable solutions.
You will work closely with technical experts, stakeholders, funders, and partners across sectors to design, fund, and deliver high-quality research and applied programs.
A strong emphasis is placed on identifying innovative approaches and emerging opportunities in water sustainability and applying them in real-world contexts.
You will also play a key role in securing funding, managing budgets, and ensuring programs are delivered with rigor, impact, and accountability.
This position is ideal for a seasoned water policy and program leader who thrives at the intersection of science, strategy, and execution.

Accountabilities:
  • Lead and execute complex, multi-year programs and projects focused on water efficiency and reuse, ensuring alignment with strategic objectives and impact goals.
  • Oversee a portfolio of initiatives, coordinating multiple workstreams while ensuring consistency, quality, and integration of outcomes across projects.
  • Design, manage, and monitor project budgets, timelines, and deliverables, ensuring on-time and on-budget execution.
  • Conduct advanced research and analysis, including data collection, modeling, literature reviews, and stakeholder engagement to inform program direction.
  • Translate technical findings into actionable insights, reports, and recommendations for utilities, policymakers, industries, and nonprofit partners.
  • Lead external engagement efforts by building partnerships, representing the organization at events, and expanding collaboration opportunities across sectors.
  • Secure funding through proposals and grants, while managing funder relationships and ensuring strong reporting and stewardship.
  • Provide leadership and mentorship to project teams, supporting staff development and ensuring effective execution across all initiatives.

Requirements:

  • 10–12+ years of professional experience in water efficiency, reuse, water resources management, or closely related environmental fields.
  • Advanced degree in environmental science, engineering, water resources, hydrology, economics, or a related discipline (or equivalent experience).
  • Deep expertise in water efficiency and reuse, including understanding of utilities, regulatory frameworks, and implementation realities.
  • Proven experience managing complex, multi-project portfolios and delivering results across multiple workstreams.
  • Strong track record of securing funding through grants, philanthropic partnerships, or government proposals.
  • Demonstrated ability to lead research, synthesize data, and translate findings into strategic recommendations.
  • Experience managing teams, mentoring staff, and driving accountability across distributed project groups.
  • Strong communication skills, including technical writing, presentations, and stakeholder engagement.
  • Proficiency with analytical tools such as Excel, R, Python, Power BI, or Tableau.
