AIR QUALITY MANAGEMENT DISTRICT
The El Dorado County, Air Quality Management District works to improve air quality and quality of life for El Dorado County residents.

THE OPPORTUNITY
An Air Quality Engineer I/II performs professional engineering evaluations and assessments to minimize and control air pollution, air pollution precursors, and toxic air contaminants to protect human health and the environment; performs engineering evaluations of stationary and portable pollutant emitting sources; evaluates applications for permits to construct and operate; evaluates emission inventory plans and reports; develops and implements grant programs; and performs related duties as assigned.

The selected candidate will have the opportunity to:
  • Evaluate stationary and mobile sources of air pollutants and contaminants to ensure compliance with federal, state, and local laws and regulations.
  • Review a wide variety of documents for development, construction, and operation projects to calculate emission rates, and advises on the same.
  • Review and evaluate permit applications, including calculating criteria, emission rates and permit fees, determining compliance or non-compliance with Air Quality regulations, determining and recommending best available control technology, defining permit conditions, and issuing authority to construct permits; screen and processes annual data updates for permits.
  • Review new development proposals for consistency with California Environmental Quality Act (CEQA), Air District rules, federal and state requirements; draft and provide comments.
  • Conduct on-site compliance inspections of sources and abatement devices; evaluate compliance and recommend enforcement actions.
  • Review permit and enforcement files to prepare materials and responses for variance requests, violation notices, case summaries, and hearing board referrals; recommend appropriate actions; may testify on behalf of the District.
  • Calculate, review, and correct the emissions inventory; evaluate accuracy of source emission calculations and methodologies; develop, maintain, and refine computer models of activity levels and emissions.
  • Conduct environmental audits, compliance inspections, and source tests; evaluate results and recommend appropriate actions, including violation notices.
  • Conduct toxic risk screening and risk assessment analyses; calculate toxic emissions, determine and apply appropriate air dispersion model, calculate maximum concentrations and calculate risk; recommend approval or denial of permit application.
  • Review and monitor federal and state legislation related to the area of assignment and evaluate possible effects of legislation on District policies and procedures; make recommendations for and implements changes as needed.

IDEAL CANDIDATE:
The El Dorado County Air Quality Management District seeks a knowledgeable and detail-oriented Air Quality Engineer to play a critical role in protecting air quality and public health. The ideal candidate will have a strong foundation in air quality engineering, environmental science, or a related field, with experience in evaluating air pollution sources, issuing permits, and ensuring regulatory compliance with federal, state, and local air quality standards.

Successful candidates will excel in technical analysis, problem-solving, and project management, particularly in evaluating emission inventories, assessing compliance measures, and implementing air pollution control strategies. They should be comfortable conducting environmental audits, preparing detailed engineering reports, and communicating technical findings to a wide range of stakeholders, including regulatory agencies, businesses, and the public.

In addition to strong technical skills, the ideal candidate is an effective communicator and collaborator who can work independently while contributing to a team-oriented environment. The ability to manage multiple projects, meet deadlines, and stay informed about evolving air quality regulations and technologies is key to success in this role.

Education and Experience: A combination of the required experience, education, and training that would provide the essential knowledge, skills, and abilities is qualifying; however, education may not solely substitute for the required experience.

Air Quality Engineer I: Equivalent to a bachelor's degree from an accredited college or university with major course work in air pollution, environmental, chemical, mechanical, petroleum, or combustion engineering or a related field.

Air Quality Engineer II: Equivalent to a bachelor's degree from an accredited college or university with major course work in air pollution, environmental, chemical, mechanical, petroleum, or combustion engineering or a related field; and two (2) years of progressively responsible experience in air quality engineering or a closely related field.

Licenses and Certifications:
  • Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.
  • Possession of a Visible Emissions Evaluation certification issued by the Air Resources Board within 12 months of appointment.

The County of El Dorado is recruiting applicants for Air Quality Engineer I. This recruitment will establish a list for the purpose of filling current and future full time, part time, limited term and extra help vacancies for at least three (3) months. In accordance with Personnel Rules 1103.1 and 1105.1, an extra help or limited term employee may be transitioned into a regular employee if the department in which the employee works has a vacant allocated position for the same classification as held by the extra help or limited term employee and the appointing authority requests such transfer.
