Position Summary

Wichita Tribal Enterprise, a Quivera Enterprises company, is seeking a Program Manager who provides strategic leadership, operational oversight, and program management support for a Federal Enterprise Software program supporting mission-critical operations. This role serves as the primary point of contact for the Government Contracting Officer's Representative (COR), Task Leads, and key stakeholders, ensuring successful execution of all Performance Work Statement (PWS) requirements while maintaining exceptional customer satisfaction, operational excellence, and contractual compliance.

The Program Manager is responsible for directing multiple projects, overseeing technical and administrative operations, managing program performance, mitigating risk, ensuring quality delivery, and leading cross-functional teams supporting enterprise software platforms, including IBM Maximo Application Suite (MAS), enterprise asset management (EAM), and supporting technologies. The position requires extensive knowledge of federal IT governance, capital planning, portfolio management, human-centered design, and enterprise modernization initiatives.

This role operates independently with broad decision-making authority and provides leadership for complex federal IT programs supporting enterprise business systems.

Key ResponsibilitiesProgram Leadership & Contract Management
  • Serve as the primary Program Manager responsible for successful execution of all contract requirements.
  • Provide overall leadership for program operations, technical performance, staffing, quality assurance, financial management, and customer engagement.
  • Act as the primary interface with the Government COR, Task Leads, and executive stakeholders.
  • Ensure all contractual deliverables are completed accurately, on schedule, and within budget.
  • Develop and maintain program management plans, staffing plans, risk registers, communication plans, and performance metrics.
  • Lead program reviews, executive briefings, status meetings, and customer engagements.
  • Ensure compliance with all Performance Work Statement (PWS) requirements.
Project & Portfolio Management
  • Manage multiple concurrent projects supporting enterprise software initiatives.
  • Develop and maintain integrated project schedules, milestones, resource plans, and budgets.
  • Monitor project scope, schedule, cost, quality, and performance metrics.
  • Establish project governance processes and ensure adherence to PMI PMBOK best practices.
  • Coordinate cross-functional technical teams across infrastructure, cybersecurity, software development, database administration, and business operations.
  • Ensure successful execution of modernization initiatives and enterprise technology projects.
Federal IT Governance & Compliance
  • Apply federal IT governance frameworks throughout all program activities.
  • Ensure compliance with:
    • Federal Enterprise Architecture (FEA)
    • Capital Planning and Investment Control (CPIC)
    • Systems Development Life Cycle (SDLC)
    • Federal Information Security Modernization Act (FISMA)
    • Federal Information Technology Acquisition Reform Act (FITARA)
    • Clinger-Cohen Act
    • E-Government Act (Title III)
    • OMB Capital Planning guidance
  • Support federal reporting requirements and investment documentation.
  • Coordinate program activities supporting Risk Management Framework (RMF), cybersecurity, and privacy initiatives.
Risk, Issue & Performance Management
  • Identify program risks, dependencies, and operational challenges.
  • Develop mitigation strategies and corrective action plans.
  • Monitor key performance indicators (KPIs), Service Level Agreements (SLAs), and contract performance metrics.
  • Conduct program health assessments and performance reviews.
  • Escalate critical issues while driving timely resolution.
  • Implement continuous process improvement initiatives.
Financial & Resource Management
  • Manage program budgets, staffing allocations, subcontractor performance, and resource planning.
  • Review project costs, labor utilization, and financial performance.
  • Support proposal development, contract modifications, staffing plans, and transition activities.
  • Monitor contract funding and labor utilization.
  • Ensure efficient allocation of personnel and technical resources.
Customer Engagement & Stakeholder Management
  • Build and maintain trusted relationships with Government leadership and program stakeholders.
  • Facilitate executive meetings, strategic planning sessions, and program reviews.
  • Provide clear program communications regarding project status, risks, accomplishments, and recommendations.
  • Promote collaboration among Government personnel, contractors, and technical teams.
  • Ensure exceptional customer satisfaction through responsive service delivery.
Human-Centered Design & Business Process Improvement
  • Integrate Human-Centered Design (HCD) methodologies into enterprise software initiatives.
  • Facilitate journey mapping, affinity mapping, storyboarding, workshops, and user engagement sessions.
  • Identify opportunities to improve business processes and user experience.
  • Support organizational change management and adoption activities.
  • Drive continuous improvement initiatives supporting enterprise modernization.
Quality Assurance & Operational Excellence
  • Ensure all program deliverables meet quality, contractual, and technical standards.
  • Implement quality management processes and performance reviews.
  • Develop standard operating procedures (SOPs), program documentation, and reporting processes.
  • Promote operational efficiency and process standardization.
  • Ensure successful execution of audits, compliance reviews, and quality assessments.
Required Qualifications
  • Bachelor's degree in Business Administration, Information Technology, Engineering, Project Management, or a related discipline; Master's degree preferred.
  • Minimum of 10 years of progressively responsible program or project management experience supporting Federal Government programs.
  • Demonstrated experience managing complex federal IT programs or enterprise software initiatives.
  • Extensive knowledge of PMI PMBOK project management principles and methodologies.
  • Experience managing multiple concurrent projects, budgets, schedules, staffing, and customer relationships.
  • Strong understanding of Federal Enterprise Architecture (FEA), CPIC, SDLC, IT Security Management, and Risk Management.
  • Knowledge of federal IT governance requirements including FITARA, Clinger-Cohen Act, E-Government Act, and FISMA.
  • Experience preparing documentation supporting OMB reporting requirements and federal IT investments.
  • Proven ability to analyze cost, schedule, performance, and operational metrics.
  • Experience leading cross-functional technical teams.
  • Excellent leadership, communication, presentation, negotiation, and customer relationship skills.
  • Demonstrated ability to manage risk, resolve complex issues, and lead organizational change.
  • Ability to obtain and maintain the required Federal suitability or security clearance.
Preferred Qualifications
  • Project Management Professional (PMP) certification.
  • PgMP, PMI-ACP, or equivalent advanced project management certification.
  • Experience supporting the Department of the Interior (DOI), National Park Service (NPS), Indian Health Service (IHS), or other Federal civilian agencies.
  • Experience supporting Enterprise Asset Management (EAM) implementations.
  • Experience with IBM Maximo Application Suite (MAS) or IBM Maximo 7.6.
  • Familiarity with Oracle databases, enterprise integrations, cloud modernization, and IT service management.
  • Experience supporting Agile, Scrum, SAFe, or hybrid project delivery methodologies.
  • Experience leading large-scale enterprise modernization programs.

Physical Demands – IT Office/Technical Role

The physical demands described here are representative of those that must be met by an employee, with or without reasonable accommodation.

This role is primarily office-based and requires prolonged computer use, including sitting, typing, and operating standard office equipment.
