Senior Project Manager Accela & Municipal Permitting Systems

This position is listed on behalf of a partner company, who manages all applications and next steps. Our partner is looking for a Senior Project Manager – Accela & Municipal Permitting Systems based in United States.

The Senior Project Manager will lead complex public sector technology initiatives focused on modernizing municipal permitting and development service platforms.
This role combines project leadership, technology strategy, and functional expertise to optimize digital permitting solutions and improve citizen experiences.
The successful candidate will serve as a key bridge between government stakeholders, IT teams, vendors, and business users to deliver impactful modernization programs.
With deep expertise in the Accela Civic Platform, this position will drive system improvements, workflow optimization, and digital transformation efforts.

Accountabilities:

The Senior Project Manager will oversee the delivery, optimization, and strategic evolution of municipal permitting and digital service platforms. This role requires managing complex technology projects, coordinating stakeholders, and ensuring solutions align with operational goals, governance standards, and community needs.

  • Serve as product owner or senior functional lead for the Accela Civic Platform, overseeing configuration, enhancements, optimization, and ongoing improvements.
  • Lead Accela system roadmaps, upgrades, integrations, and implementation initiatives while coordinating with IT teams, vendors, and implementation partners.
  • Manage full project lifecycles, including planning, budgeting, execution, risk management, reporting, and delivery oversight.
  • Drive modernization initiatives for permitting systems, online portals, customer self-service tools, and digital workflows.
  • Analyze existing processes and redesign workflows aligned with permitting operations, system capabilities, and business requirements.
  • Develop technology strategies that improve operational efficiency, service delivery, and user experiences.
  • Lead adoption of digital tools, low-code/no-code solutions, automation initiatives, and emerging technologies where appropriate.
  • Create dashboards, reporting tools, and performance metrics to improve visibility and decision-making.
  • Apply user-centered design principles to enhance permitting experiences and customer-facing services.
  • Support website modernization, accessibility improvements, and content strategy initiatives in collaboration with relevant teams.
  • Act as the primary liaison between government departments, IT teams, communications teams, vendors, and external partners.
  • Facilitate stakeholder workshops, executive discussions, and cross-functional collaboration sessions.
  • Manage consultants, contractors, project teams, analysts, and technical resources as needed.
  • Mentor team members and support the development of technology-focused roles.
  • Ensure projects comply with public sector governance, policies, security requirements, and performance expectations.
Requirements:

The ideal candidate brings extensive project management experience, strong knowledge of municipal technology environments, and hands-on expertise with enterprise permitting platforms. Candidates should be comfortable managing complex initiatives, influencing stakeholders, and translating technical concepts into business outcomes.

  • Bachelor’s degree required.
  • Current PMP certification required.
  • 7+ years of experience applying project management methodologies, tools, and best practices.
  • 3+ years of experience leading large, complex projects as a Senior Project Manager.
  • 3+ years of project leadership or PMO experience within government agencies, including city or county environments.
  • 3+ years of direct experience delivering, managing, or leading Accela Civic Platform implementations, upgrades, or major enhancements for municipal clients.
  • Hands-on experience managing enterprise permitting platforms, vendor relationships, integrations, and production support activities.
  • Strong understanding of municipal planning, permitting, development review workflows, and digital service delivery.
  • Experience with digital transformation, process automation, and technology modernization initiatives.
  • Familiarity with UX principles, user-centered design, website modernization, accessibility, content strategy, dashboards, and reporting solutions.
  • Ability to communicate complex technical concepts clearly to non-technical stakeholders.
  • Strong stakeholder management skills across government leadership, IT teams, business groups, and vendors.
  • Experience with technology governance, policy development, and operational improvement initiatives.
  • Analytical mindset with the ability to identify opportunities, solve problems, and improve service delivery.
  • Strong organizational, communication, and leadership skills with the ability to manage multiple priorities independently.
Benefits:
