About You

We are looking for someone who is excited to help us grow our engineering practice while providing critical support to ensure the continued reliable operation of public infrastructure which provides water and power to the residents of the San Francisco Bay Area.

· You are a professional with technical expertise as well as strong communication skills that allow you to effectively and credibly communicate about complex technical subjects with current and potential clients.

· You have experience working with public agencies and general knowledge in the field of construction and engineering.

· You have an entrepreneurial spirit and are self-motivated and passionate about your work.

· You possess the ability to work effectively and independently in hybrid or remote work environments.

· You possess the ability to work in fast-paced, variable schedule environments including flexible working hours such as early mornings or late evenings.

Desired Qualifications

Bachelor's degree from an accredited institution.

Fifteen (15) years of verifiable professional-level experience. A master’s degree in your area of expertise may substitute for work experience.

Ability to adapt to changing work conditions including prolonged sitting or standing.

Compensation

Offered pay will be commensurate with applicant’s experience, level of education, and ability to perform responsibilities of the role.

Responsibilities

The duties specified below are not intended to be an exhaustive list of all responsibilities for this position. Duties, responsibilities, and activities may be modified at any time to meet organizational needs.

1. Performs high-level drafting of technical documents such as memorandums, reports, policies and procedures, and bid proposals.

2. Develops high-quality procedural and operational documentation.

3. Collaborates closely with operations and engineering teams to coordinate information, ensure accuracy, and integrate best practices into all documentation and analytical work products. The position may lead cross-functional workgroups, develop recommendations for process improvements, and support the development of policies, workflows, and administrative systems that strengthen operational effectiveness and alignment with regulatory requirements.

4. Evaluates and updates company policies, procedures and marketing efforts, including review and evaluation of documentation to assess operational impacts and requirements.

5. Develops and updates standard operating procedures (SOPs) that support operational readiness, safety, efficiency, and compliance.

6. Plans, conducts research, and develops operational reference materials by collecting, organizing, and analyzing technical information from engineering, operations, and other defined sources; drafts, formats, edits, and produces clear technical documentation for internal and external use.

7. Develops and maintains documentation standards, style guidance, and administrative procedures for producing operational reference materials; ensuring consistency of data formats, document structure, and reporting outputs across the organization.

8. Evaluates technical reference materials and operational data to produce accurate and accessible documentation.

9. Synthesizes complex information into operationally relevant and user-focused documentation.

10. Coordinates the inclusion and organization of visual aids (e.g., diagrams, charts, schematics) developed by engineering, vendors, or SMEs to support understanding of operational procedures and systems.

11. Conducts research, interviews subject matter experts, and performs factchecking and information validation to ensure the accuracy and reliability of operational documentation.

12. Supports the implementation of new operational procedures, workflows, and administrative systems by providing analytical review, documentation, and cross-departmental coordination.

13. Liaises with engineering teams, operations managers, and other agencies to obtain updated technical information, resolve documentation issues, and ensure that operational resources remain current and complete.

14. Performs related analytical and administrative duties as required.
