Job Description
POSITION PURPOSE
The Water/Wastewater Operator independently operates and maintains assigned water and wastewater treatment, production, storage, distribution, collection, lift station, and related systems. This position monitors treatment processes, performs operational and laboratory work, completes preventive and corrective maintenance, and supports regulatory compliance while providing technical assistance to Operators in Training.
Service Delivery & Community Impact
- Independently performs assigned daily operations and maintenance activities to support reliable water and wastewater services and regulatory compliance.
- Responds to alarms, service interruptions, and operational concerns within assigned authority; escalates significant issues promptly.
- Maintains readiness for rotating on-call assignments, including evenings, weekends, holidays, and emergency call-backs.
Operational Excellence & Program Management
- Operates, monitors, and maintains pumps, motors, valves, wells, electrical panels, gauges, controllers, disinfection equipment, lift stations, and related systems in accordance with established procedures and permits.
- Collects, performs, analyzes, and interprets operational and laboratory samples to support process control; makes authorized routine adjustments and reports abnormal conditions.
- Performs facility inspections and preventive and corrective maintenance; coordinates assigned repairs or replacements to maintain service and permit compliance.
- Prepares work orders, operational logs, inspection documentation, and other records needed for required reports and compliance.
- Initiates requests for tools, materials, equipment, and services in accordance with City purchasing procedures.
Collaboration & Relationship Building
- Provides on-the-job guidance and technical assistance to Operators in Training and utility maintenance staff as assigned, without formal supervisory authority.
- Coordinates effectively with Lead Operators, the Utilities Manager, contractors, vendors, regulatory representatives, and other City departments.
Problem Solving & Decision Support
- Identifies equipment, process, and system issues; takes authorized corrective action and recommends repair, replacement, or escalation as needed.
Continuous Improvement & Innovation
- Applies current operating procedures, safety practices, and regulatory requirements to improve reliability, work quality, and compliance.
Emergency Operations
- Serves in an essential capacity during emergencies, disasters, and catastrophic events and may be assigned duties outside normal responsibilities to support public safety and continuity of City operations.
- Performs related duties assigned in support of City operations.
Required
- High school diploma or GED and two years of experience in the operation and maintenance of water systems, wastewater systems, or related utility facilities, including sufficient experience to perform routine duties independently. An equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities may be considered.
- Current TCEQ Class C Water Operator or Class C Wastewater Operator license, based on departmental assignment. Employees assigned to combined water and wastewater operations must obtain both applicable Class C licenses within 24 months of placement, based on departmental assignment and operational need.
- Valid Texas Driver License.
CONDITIONS OF EMPLOYMENT
- Must possess and maintain a valid Texas driver license and acceptable driving record.
- Must successfully complete required pre-employment screenings, including criminal background, drug and alcohol screening, and physical examination or fitness-for-duty evaluation, as applicable.
- Must maintain the applicable TCEQ Class C Water Operator or Class C Wastewater Operator license and obtain any additional license required for a combined water/wastewater assignment within the established timeframe.
- Must be available to work overtime, on-call rotations, weekends, holidays, and emergency response assignments as operational needs require.
- Must comply with all City safety policies, required training, and personal protective equipment requirements.
PHYSICAL DEMANDS & WORK ENVIRONMENT
Work is performed in office, field, plant, and utility-system environments. The employee is regularly required to walk, stand, bend, kneel, climb, reach, use hands and tools, and communicate effectively. The employee may be required to lift and move equipment, materials, and supplies weighing up to 50 pounds and occasionally lift or move heavier items with assistance or appropriate equipment.
Work may involve exposure to outdoor weather conditions, extreme temperatures, noise, dust, chemicals, biological hazards, confined spaces, uneven terrain, moving equipment, and other hazards associated with water and wastewater operations. Required personal protective equipment must be used.
