Description
This position is responsible for execution of the work defined herein and is the point of contact for the Angolan Ministry of Defense. The Program Manager will act as the single, on-the-ground representative responsible for managing all aspects of in-country program execution, coordination of support activities, and fostering a strong relationship with the host nation’s military leadership and logistics personnel.
Essential Duties and Responsibilities include, but are not limited to:
- Delivery of monthly Field Support Contractor: Support and Consumption Report.
- Act as the single on the ground representative for the GMD LTV (LTV-U, LTV-9, and LTV-C CASEVAC) vehicle delivered to the Angolan MOD.
- Lead in-country Program meetings and reviews.
- Coordinate the in-country Integrated Product Support activities to include the following:
- Support the receipt, inspection and delivery of the vehicles and other materials as they arrive.
- Coordinate and oversee operator and maintenance training.
- Oversee the FSR and SSR in their day-to-day operational support of the Angolan MOD personnel.
- Manage in-country warranty activities and resolution of any operational or sustainment issues identified by the Angolan MOD.
- Assist the Angolan MOD in developing a long-term support concept for the acquisition of sustainment services and supplies to support the fleet.
- Other duties as identified and assigned.
Required Education and Experience
- Bachelor’s degree in Business, Logistics, Engineering, or a related field; Master’s degree preferred.
- Prior experience in managing vehicle maintenance staff in commercial or military-deployed operations.
- Prior senior NCO experience or Warrant/Field grade officer or civilian-equivalent experience is desired.
- Minimum of 8 years of program or project management experience in a defense or logistics-related field.
- Prior international or OCONUS experience working with foreign military customers strongly preferred.
- Familiarity with defense sustainment practices.
- Strong interpersonal and cross-cultural communication skills.
- Demonstrated experience in managing contractor personnel, warranty resolution, and logistics coordination.
- PMP certification is a plus.
- Ability to live and work overseas for extended periods.
Certificates, Licenses, Registrations
- Forklift certification (as required).
- Security + Plus Certification (mandatory), or able to obtain within 6 months.
Supervisory Responsibilities
As Required.
- The Program Manager shall support and track the work of Field Service Representatives (FSRs) and System Support Representatives (SSRs) and provide guidance as needed to complete the requirements of the contract/program.
- The Program Manager will provide feedback to the company on the job performance of other Program personnel.
Security Responsibilities
- Eligible and obtain (if required) a DoD Personnel Security Clearance.
- Must comply with all company Information Systems security policies and procedures.
- May be responsible for proper classification and marking of all information and materials. Employee shall not divulge any information, or afford access to other employees not having a need-to-know authorization. Shall not divulge information outside the company without management approval. Will be required to execute company non-disclosure agreement prior to access to any controlled information.
Language Skills
Must be able to read, write, speak, and understand the English language. Must have the ability to read, analyze, and interpret complex words and technical documents/diagrams.
Must be able to effectively communicate orally and in writing and work effectively as part of a team.
Reasoning Ability and Mathematical Skills
Must be able to analyze problems, collect data, establish facts, and draw valid conclusions. An ability to interpret complex customer requirements and attitudes from verbal, non-verbal, and written communication is desirable. Must be able to calculate figures and numbers, and percentages and be able to draw and interpret graphs. Ability to read and understand electrical schematics and drawings.

May be assigned to an austere location. Potential risk exposure due to geopolitical events has been considered in determining appropriate wages for this position. Work assignments are determined by company business needs and customer requirements. Accommodations will not be made regarding which site an employee is assigned to.
