EV GovCon & Compliance Sales Specialist

Job Summary

The EV GovCon & Compliance Sales Specialist is responsible for driving revenue growth by securing federal, state, and local government contracts for electric vehicle charging infrastructure, software, and services. This role acts as the primary bridge between government procurement agencies, commercial site hosts, and internal technical teams. The ideal candidate will combine a proven track record in public sector sales (GovCon) with deep domain expertise in EV regulations, federal cybersecurity standards, and government funding compliance.

Key Responsibilities

1. Public Sector Sales & Pipeline Management

  • Identify, qualify, and capture government contract opportunities (RFP, RFI, RFQ) utilizing procurement platforms like SAM.gov, GSA eBuy, and state procurement portals.
  • Manage the sales lifecycle for federal agencies (DoD, DOE, GSA), state DOTs, municipalities, and school districts looking to electrify fleets or public corridors.
  • Leverage existing GSA Blanket Purchase Agreements (BPAs) and IDIQ contracts to accelerate procurement timelines.

2. Grant Alignment & Funding Strategy

  • Monetize grant programs by helping clients and public entities structure applications for the National Electric Vehicle Infrastructure (NEVI) Formula Program, CFI (Charging and Fueling Infrastructure) grants, and EPA Clean School Bus programs.
  • Advise buyers and site hosts on leveraging public funds to cover up to 80% of project costs while maintaining strict program compliance.

3. Regulatory & Cybersecurity Compliance Management

  • Ensure all product offerings align with federal mandate standards, navigating complex supply chain and technical hurdles like the Build America, Buy America (BABA) Act.
  • Partner with product and technical teams to leverage and maintain cybersecurity compliance, ensuring cloud software solutions meet FedRAMP Authorization requirements for federal network deployments.
  • Ensure hardware and software solutions meet NEVI technical mandates, including the 97% uptime guarantee, simultaneous 150 kW DCFC port output, and open communication protocols (OCPP).

4. Proposal Leadership & Cross-Functional Collaboration

  • Lead the compliance review of technical proposals to ensure zero friction during the government evaluation phase.
  • Collaborate with sales engineers, project managers, and certified electrical contractors to build highly precise, fully compliant technical line items for bid submissions.
Requirements:

Required Experience

  • Education: Bachelor’s degree in Business, Public Administration, Engineering, Environmental Policy, or a related field.
  • Experience: 4+ years of experience in Government Contracting (GovCon) sales, business development, or regulatory compliance—ideally specialized within the EV charging, clean energy, or smart grid sectors.
  • Procurement Fluency: Thorough understanding of the Federal Acquisition Regulation (FAR), GSA schedules, and state-level procurement frameworks.

Technical & Core Competencies

  • EV Market Knowledge: Practical understanding of EVSE hardware (Level 2, DC Fast Charging), network management software, and fleet management integrations.
  • Compliance Frameworks: Deep familiarity with NEVI standards, Buy America, and FedRAMP protocols.
  • Proposal Writing: Strong technical writing skills with the ability to translate complex regulatory requirements into winning sales narratives.
  • Analytical Skills: Ability to analyze Alternative Fuel Corridor (AFC) data, geographic grid capacities, and utility rate structures to position charging stations effectively.

What Success Looks Like in This Role

  • Quota Attainment: Consistently hitting revenue goals across federal, state, and local contract awards.
  • Compliance Integrity: Achieving a 100% pass rate on technical compliance evaluations for submitted government proposals.
  • Market Expansion: Successfully onboarding new public agency accounts and guiding them from initial fleet assessment through final deployment.
