Job Description

Project Management Office (PMO) Manager

Visionary Broadband seeks a qualified individual to fill the role of PMO Manager. This full-time, salaried position will join the Fiber team at Visionary Broadband, a division of Visionary Communications, Inc., one of the top service providers in the region. The role is preferred to be in either Gillette WY, Sheridan WY, Cheyenne WY, or Casper, WY.

Job Overview:

  • The PMO Manager provides strategic leadership and operational oversight for a portfolio of fiber network deployment projects, including FTTH builds, business builds, open trench opportunities, transport infrastructure, and network connectivity projects. This role leads a team of Project Managers and ensures consistent execution, governance, and alignment across all initiatives.
  • The PMO Manager is responsible for balancing internal and external resources, optimizing delivery schedules, and ensuring projects are completed on time, within budget, and in compliance with technical, financial, and regulatory requirements. This role serves as the central point of accountability for project performance, process adherence, and cross-functional coordination across engineering, construction, network, accounting, and vendor teams.

Duties and Responsibilities:

  • Lead, mentor, and develop a team of Project Managers responsible for individual FTTH, business, and network projects.
  • Establish clear expectations, performance metrics, and accountability structures for all PMs.
  • Oversee workload distribution and prioritize projects based on strategic objectives, RFS dates, and resource availability.
  • Conduct regular project reviews, ensuring alignment with budget, scope, and schedule.
  • Drive consistency in project execution methodologies, reporting standards, and documentation practices across the PM team.
  • Act as escalation point for complex project issues, vendor challenges, and cross-departmental conflicts.
  • Manage the end-to-end lifecycle of multiple concurrent fiber deployment projects.
  • Ensure all projects are properly initiated, tracked, and aligned within internal systems (Project Boards, Project Tracker, and financial systems).
  • Monitor portfolio-level KPIs, including cost performance, construction progress, permitting timelines, and RFS readiness.
  • Provide executive-level reporting on project health, risks, and resource utilization.
  • Coordinate internal and external resources (contractors, engineering firms, vendors) to meet delivery timelines and budget constraints.
  • Lead a structured permitting strategy across all projects, ensuring proactive engagement with NEC and regulatory departments.
  • Ensure PMs maintain consistent communication cadence (daily/weekly as needed) with internal teams and external stakeholders.
  • Oversee timely submission, tracking, and approval of all required permits to avoid delays in construction.
  • Direct project-level coordination with Network Engineering and Systems Engineering for OLT installation and central office readiness.
  • Oversee vendor coordination for offnet circuits, cabinets, shelters, and supporting infrastructure (power, grounding, concrete pads).
  • Ensure PMs align network readiness with construction completion schedules.
  • Oversee cross-functional collaboration for service turnup, ensuring readiness across Network, Billing, Field Services, and Construction Management.
  • Ensure all dependencies are resolved to meet scheduled activation milestones.
  • Drive accountability for successful and timely RFS delivery.
  • Manage and track project budgets across the entire portfolio.
  • Review cost variance, forecast accuracy, and financial performance with PMs.
  • Implement controls to prevent cost overruns and ensure alignment with approved budgets.
  • Support executive leadership with accurate financial reporting and projections.
  • All other duties as assigned

Qualifications:

A qualified candidate must possess the following skills, or have equivalent experience and/or qualifications:

  • Bachelor’s degree or related experience in an appropriate field preferred
  • Experience with project management platform utilization, creation, and optimization
  • Experience with developing new business structures, processes, and procedures
  • Excellent communication skills, both verbal and written
  • Excellent organizational skills and must be detail oriented
  • Great knowledge of all Microsoft Office applications, as well as ability to quickly learn and work within proprietary computer applications
  • Flexibility to work outside of standard 8am-5pm hours and be willing to travel on a limited basis
  • Familiarity with network transport projects and central office infrastructure.
  • Telecommunications experience within the project management, and construction areas of expertise.
  • Ability to thrive in a fast-paced, deadline-driven environment.
  • Strong analytical and critical thinking skills with demonstrated problem solving abilities

Physical Requirements:

This position requires sitting to complete work with a computer using a variety of software applications and telephone.
15%+ / - of the time will be spent walking and standing in the field with various weather conditions, as well as occasional lifting and / or carrying and / or pushing / pulling of items less than 25lbs.
Visual and audio acuity is essential to this position.
