Brief Job Overview/Summary

Stockton University is accepting applications for a Professional Services Specialist 3, Geospatial Team Leader & Environmental Specialist (13M). This is a Grant Funded position that is anticipated to start on Monday, August 24, 2026.

The exponential growth of cutting-edge research projects combined with the onslaught of new technological capabilities within the NAMS Marine Science program as well as advances by the Coastal Research Center (CRC) has created the need for a Geospatial Team Leader & Environmental Specialist (PSS-3).

The growing demand for advanced electronic mapping, spatial analysis, and collecting remotely sensed (LiDAR) and on-the-ground survey data has expanded the CRC’s grasp of New Jersey’s coastal zone research to a higher level that requires an experienced individual for guidance and supervision beyond traditional methods for evaluating coastal change. Geographical Information Systems (GIS) is an array of complex mapping, drawing and information evaluation tools combined in a map output program that allows CRC researchers to process large datasets for map display and then evaluate the character and relationships within the information.

With the Interim Executive Director managing numerous projects and securing new funds with current CRC staff, there is a dire need for reestablished supervision of day-to-day geospatial operations, managing a growing number of junior staff to ensure timely and accurately completed project reports and deliverables. The Geospatial Team Leader will assist the CRC Interim Executive Director, Project Development and Implementation Specialist, and Hydrographic & Geotechnical Coordinator (Project Managers) in academic leadership and financial management of the grants and contracts obtained by the CRC. The Geospatial Team Leader may be assigned Project Management duties.

The growth in technological capabilities has enhanced a multitude of research projects, especially awards including the New Jersey Beach Profile Network, the Marsh Futures Data Layer, UAV LiDAR data collection, as well as other projects. The Geospatial Team Leader will provide organization and guidance to new and existing research projects and direct junior staff so that work proceeds in the most efficient manner.

The Geospatial Team Leader & Environmental Specialist (PSS-3) will answer directly to the Interim Executive Director of the Coastal Research Center and the Dean of the School of Natural Sciences and Mathematics. He/she will represent and act for the Interim Executive and Project Managers as requested. The salary is to be fully funded 100% by the Coastal Research Center’s income associated with client projects.

Descriptions of Essential Duties/Responsibilities:

  • Under the direction of the Interim Executive Director or the Project Development and Implementation Specialist, or Hydrographic & Geotechnical Coordinator:
    • Oversee multiple research project GIS-based tasks to be certain that they are being performed and completed in a timely manner and as required. This includes organizing a team of junior staff and/or students to assist in completing the tasks.
    • Participate in development and implementation of policies and alternative procedures to improve performance and meet objectives
    • Consult Interim Executive Director on any unusual problems that may arise and work to resolve issues within the program while maintaining appropriate confidentiality.
  • Work directly with the CRC Interim Executive Director and other Geospatial Analysts in identifying new research projects, generating cost estimates and securing new grant funding through federal, state, local & private sources.
  • Undertake principal investigator (PI) duties for special research project awards and guide each segment of the project through the process of advising and working with the other employees responsible for the completion of the work on the project.
  • Check and review the data collection methodology, the validity of that information and the means used to process it into deliverables to the clients.
  • Work with NJ State and Federal agencies to develop Quality Assurance & Quality Control objectives under which the CRC performs selected GIS-based tasks for these agencies.
  • Be the major source of developing public relations material, verbal and written presentations of completed work and research to various conferences, project meetings with clients and other avenues designed to generate additional project work by compiling, summarizing, and analyzing statistical and other data to make conclusions and recommendations.
  • Attend key meetings; meet with clients and appropriate New Jersey political leaders and municipal officials.
  • Provide requested information to those governmental officials so that they can make the best use of limited resources and focus attention on the proper issues facing the NJ coastal community.
  • Assist with CRC field work, when needed.

Required Qualifications:

  • Master's degree in Marine Science, Environmental Studies, Geography, Data Science or related discipline
  • GIS Certificate, or GISP (or working toward certification)
