Position Summary

The Program Manager will lead day-to-day contract operations and ensure work is completed on schedule, within established requirements, and according to applicable quality standards. The Program Manager will supervise contractor personnel, coordinate with Government stakeholders, monitor performance, and support continuous improvement across the program.

Key Responsibilities
  • Manage contractor personnel and daily contract operations.
  • Develop and maintain staffing, program-management, communications, and quality plans.
  • Assign personnel schedules and manage resource allocations.
  • Monitor deliverables, timelines, risks, issues, and corrective actions.
  • Ensure adherence to ISO 9001 quality-management principles.
  • Review performance discrepancies and coordinate corrective action.
  • Lead recurring customer meetings, program reviews, and management briefings.
  • Prepare monthly status reports, staffing reports, dashboards, and executive updates.
  • Coordinate transition, onboarding, retention, and continuity activities.
  • Foster innovation and continuous service-delivery improvement.
  • Ensure compliance with Department writing, security, privacy, conduct, and performance requirements.
Required Qualifications
  • Master’s degree in a related field or 12 years of qualifying experience in lieu of the degree.
  • Minimum 8 years of specific Program Management experience.
  • Current Project Management Professional certification.
  • Experience managing schedules, budgets, risks, staffing, quality, and customer relationships.
  • Demonstrated knowledge of quality-management systems and ISO 9001 practices.
  • Experience supervising multidisciplinary contractor teams.
  • Strong written, verbal, analytical, and stakeholder-management skills.
  • Active Secret clearance.
Preferred Qualifications
  • Experience managing Department of State or comparable federal civilian programs.
  • Experience supporting Passport Services, workforce management, records management, administrative services, or headquarters operations.
  • Experience developing and managing complex staffing plans and cleared recruiting pipelines.
  • Experience implementing ISO-based quality and performance-management programs.
  • Experience with SAFe, Agile, or project-portfolio management practices.
  • Experience developing executive dashboards, scorecards, and operational metrics.
  • Proficiency with Microsoft Project, Power BI, SharePoint, Teams, Excel, and PowerPoint.
  • Transition experience involving large incumbent workforces or rapid onboarding.

Compensation Range: The salary range provided is determined by market value, internal equity, and the candidate's experience and qualifications. Offers will be extended within this range, though not all candidates will receive an offer at the upper limit.
