THIS IS AN INTERNAL PROMOTIONAL POSTING - ONLY OPEN TO CURRENT CITY OF ATLANTIC BEACH EMPLOYEES

This position plans and directs the operations of the Streets and Stormwater Maintenance Division. Performs managerial work planning, directing and supervising daily operations and crew members within the Streets and Stormwater Division; assists in the maintenance and repair of City streets and roadways, sidewalks and rights-of-way, stormwater drains, and other City owned properties. Duties include inspecting properties, emphasizing City rights-of-way, assisting Code Enforcement, and maintenance of the Beaches Town Center. Substantial responsibility in NPDES Program.

Work is performed under general supervision of the Public Works Deputy Director - Operations and performance is reviewed through conferences, reports submitted, and results obtained. Also performs field inspection and code enforcement work in securing compliance with all laws, regulations and ordinances.
  • Supervise and schedule crews and employees engaged in maintaining the streets and highways, sidewalks and rights-of-way, and stormwater systems; ensure that work orders are completed; evaluate the performance and quality of the work.
  • Initiate and recommend such personnel actions as hiring, disciplining, counseling, training, promotion and pay increases; report disciplinary incidents to Public Works Deputy Director.
  • Prepare necessary reports/paperwork and respond to requests from other Departments for Street and Stormwater Maintenance Division activities periodically.
  • Substantial responsibility in NPDES Program.
  • Prepare and submit required reports.
  • Direct and assist subordinates engaged in the repairing of pot holes, patching of concrete, mowing grass, edging, trimming bushes and trees, weeding, maintaining ditches, and picking up paper and other litter, etc.
  • Perform manual and/or laboring tasks; use hand tools and power tools; operate a variety of light and heavy equipment.
  • Responsible for maintenance of the Atlantic Beach portion of Beaches Town Center, including coordination with all entities involved.
  • Prepare scopes of work and contract estimates for required contractual services.
  • Review work performed by staff and contracted services to ensure proper level of services is performed.
  • Maintain and promote safety rules and regulations as set by the City.
  • Ensure availability and order needed materials and supplies; schedule maintenance of equipment.
  • Perform normal maintenance and servicing on equipment.
  • Assist in planning and administering departmental budget; make recommendations for equipment and supplies.
  • Respond to citizen complaints and concerns.
  • Coordinate projects with the City Arborist and Park Stewardship & Maintenance Manager to maximize efficiencies.
  • Coodinate with Facilities and Grounds Supervisor in maintenance of landscape and beautification in the public space including beach accesses.
  • Based upon job requirements, may be required to work various hours and days, including potential for call out in case of Public Works related problems 24 hours a day, 7 days a week.
  • Receive, review, and respond to questions and complaints from citizens and City staff regarding various codes. Meet with general public and City staff to explain and interpret codes.
  • Perform onsite inspections of properties, emphasizing City rights-of-way, overgrown properties, illegal dumping, garbage complaints, sign violations, etc. to determine compliance with laws, codes, regulations, and ordinances.
  • Work with property owners and Code Enforcement to achieve compliance. Issue written compliance orders and perform follow-up inspections.
  • Report NPDES activities and assist with the preparation of the annual NPDES report.
  • Perform all other related duties as required.

Six (6) years of experience; with two (2) years supervisory experience preferred, or an equivalent combination of education, training and experience overseeing streets & stormwater operations. Knowledge and experience in NPDES Program required.
Knowledge of mechanical repairs, preventive maintenance techniques and practices. Knowledge of safety rules and regulations.
Skill in operating various types of trucks and machinery, including backhoe, skid steer loader, excavator and using assorted hand tools.
Ability to plan, direct, and review work of assigned subordinates. Ability to lift heavy objects. Ability to communicate clearly and effectively, both orally and in writing. Ability to establish and maintain effective working relationships with employees and subordinates. Ability to deal tactfully and courteously with the public and other employees.
