Description: Senior Contracts Specialist

The Position:

The Senior Contracts Specialist manages all aspects of pre- and post-award contracts and subcontracts administration in the Government Contracting (GovCon) R&D market, including contract negotiations, compliance, and customer relationship management in a dynamic business environment. This role requires close collaboration with Etegent staff, government customers, teaming partners, and subcontractors. Successful candidates should demonstrate strong independent judgment, excellent communication skills, high attention to detail, and deep familiarity with FAR/DFARS compliance requirements in a GovCon environment.

Job Responsibilities:

  • Manages the full contract lifecycle from pre-solicitation through closeout across the active contract portfolio.
  • Reviews solicitations for contractual terms, flow-downs, and risk; summarizes findings and advises leadership and proposal teams prior to proposal submission.
  • Negotiates contracts with government customers, including price, fee, data rights, and contract terms during source selection and post-award.
  • Negotiates teaming agreements and nondisclosure agreements in support of business development efforts.
  • Participates in sourcing engagements (RFI, RFP, RFQ) and other pre-award efforts in an advisory capacity on contractual and compliance matters.
  • Supports the Etegent team in contract modifications, funding actions, and issue resolution.
  • Maintains complete, organized, and audit-ready contract files through online file management.
  • Negotiates and administers subcontracts; ensures compliance on cost, schedule, and legal obligations.
  • Prepares subcontract RFPs and evaluates subcontractor proposals (Cost, Schedule, Compliance).
  • Builds and maintains strong relationships with government customers, CORs, and teaming partners.
  • Manages government portal access and submissions, including WAWF/iRAPT, PIEE,SBIR.gov, and SAM.gov.
  • Monitors and submits required contract deliverables, certifications, and reports on a timely basis.
  • Tracks contract funding, CLINs, periods of performance, and deliverable schedules across the portfolio.
  • Coordinates with Program Management to document program compliance through timely deliverable submissions, program schedules, and program costs.
  • Analyzes and interprets federal government regulations including FAR and DFARS; advises on changes in federal laws, regulations, and government policies.
  • Ensures compliance with small business subcontracting requirements and flow-down clause obligations.
  • Supports DCAA/DCMA audit requests and incurred cost submissions at the direction of Finance.
  • Recommends process improvements and best practices for corporate policies and contract templates.
  • Works in a cross-functional role collaborating with Engineering, Business Development, IT/Security, Finance, Program Management, and HR.
  • Prepares special reports and analysis as required.
  • Demonstrates a high level of independence and attention to detail.
Requirements:

Required Qualifications:

  • Bachelor's Degree in business administration or equivalent experience.
  • 3-5+ years of experience in Government contracts and/or subcontracts administration, including pre-award activities and negotiating prices, fees, teaming, and nondisclosure agreements.
  • Knowledge of the federal government proposal process and the interpretation and application of FARs and DFARS.
  • Knowledge of IDIQ, CPFF, FFP, T&M, and LOE contract/subcontract types, task orders and delivery orders, and multiple award processes.

Preferred Qualifications:

  • Contract and/or subcontract administration experience for AFRL, NASIC, NGA, and/or DARPA contracts.
  • CFCM certification or active pursuit of NCMA certification.
  • Experience with export control.

  • Ability to effectively self-manage tasks and prioritize responsibilities independently.
  • Strong attention to detail and accuracy in work.
  • Excellent verbal and written communication skills, including direct government customer-facing experience.
  • Advanced Excel skills.
  • Strong time management skills with a proven ability to meet deadlines.
  • Proficiency in government contracting portals including WAWF/iRAPT, PIEE, and SAM.gov.
