Job Summary
The Public Services Director's primary responsibilities are the department's organization, operation, and overall performance. These duties specifically include the administration of the department budget, managing a combined Annual Budget of over $8 million, and supervising all department employees. Tasks will be performed in all types of weather conditions. The Public Services Director reports directly to and serves at the behest of the City Manager. Salary depends on education and experience.
Job Responsibilities
The applicant should have no less than ten years of increasingly responsible experience in Public Works or a related field, including five years of administrative and supervisory responsibility.
This position requires at minimum an associate's degree; a bachelor's degree from an accredited college or university with major course work in civil engineering, public administration, business administration, construction management, or related field is preferred. The salary range begins at $95,000 and is dependent on experience and qualifications.

Job Responsibilities
- Assume full management responsibility for all Public Services Department services and activities; recommend and administer policies and procedures.
- Manage the development, and implementation of the Public Services Department goals, objectives, policies, and priorities for each assigned service area; establish, within City policy, appropriate service and staffing levels; allocate resources accordingly.
- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and supportive systems, and internal reporting relationships; identify opportunities for improvement; direct the implementation of changes.
- Represent the Public Services Department to other departments, elected officials, and outside agencies; uphold Public Services Department programs, policies and activities; negotiate and resolve sensitive, significant, and controversial issues.
- Select, train, motivate, and evaluate Public Services Department staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
- Plan, direct, and coordinate the Public Services Department's work plan; meet with management staff to identify and resolve problems; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures.
- Occasionally performs physical tasks and assignments Assist in the development and administration of the Public Services Department budget; direct the forecast of additional funds needed for equipment, materials, and supplies; direct the monitoring of and approve expenditures; direct the preparation of and implement budgetary adjustments as necessary.
- Oversee and supervise the development of project plans; review and approve specifications, plans, and estimates.
- Adhere to all applicable State and Federal laws, ordinances, policies, procedures, rules, and regulations. Respond to and resolve difficult and sensitive citizen inquiries and complaints positively and respectfully.
- Perform related duties as assigned.
