Facility Manager - Jacksonville, Florida

The Spirit of the Position:

The Facility Manager is responsible for overseeing the daily operation, maintenance, staffing, and event-related parking activities for City of Jacksonville parking facilities and associated assets. This position ensures the safe, efficient, and customer-focused management of parking operations supporting downtown activities, entertainment venues, sporting events, cultural events, and other public gatherings.

Under the direction of senior management, the Facility Manager provides leadership for facility staff, coordinates operational planning, ensures compliance with City policies and contractual obligations, and supports the delivery of high-quality services to residents, visitors, and stakeholders. The position requires the ability to manage complex operations in a dynamic environment while maintaining a strong commitment to public service, safety, and operational excellence.

Principal Job Duties:

  • Manage the day-to-day operations of assigned parking facilities and event-related parking services.
  • Plan, coordinate, and oversee parking operations for sporting events, concerts, festivals, conventions, and other special events.
  • Develop and maintain positive working relationships with City departments, venue operators, contractors, event organizers, and community stakeholders.
  • Supervise facility personnel, including scheduling, assignments, payroll review, performance management, coaching, and employee development.
  • Promote a customer-service-oriented culture focused on professionalism, responsiveness, and public engagement.
  • Ensure compliance with City policies, procedures, safety regulations, and applicable contractual requirements.
  • Monitor operational performance and key performance indicators to identify trends and implement process improvements.
  • Assist in developing and implementing short- and long-term operational strategies to improve efficiency and service delivery.
  • Coordinate staffing plans and operational resources to meet daily and event-related demands.
  • Conduct facility inspections and monitor maintenance needs to ensure facilities remain safe, clean, and functional.
  • Investigate operational issues, customer concerns, and incidents, and implement corrective actions when necessary.
  • Prepare reports, operational analyses, budget information, and other documentation as required.
  • Track upcoming events and coordinate parking operations to ensure adequate staffing, traffic flow, and customer service.
  • Implement special projects, programs, and initiatives related to parking and facility operations.
  • Foster a positive workplace culture emphasizing teamwork, accountability, safety, and continuous improvement.
  • Perform other related duties as assigned.
  • Education:

    • Bachelor's Degree or equivalent work experience.
    • 3 or more years in a parking or event management role.
    • Knowledge of Excel, Word, Power Point and General Microsoft Office Applications.

    Experience:

    • Parking and Event management experience is preferred.
    • Ability to be flexible in schedule in order to meet operational needs. This may require occasionally working outside of regularly scheduled hours.

    Skills:

    Physical Demands:

    • Willingness to work in the elements heat, wind, snow, rain, etc.
    • Ability to lift, push and pull at least 25 pounds.
    • Ability to stand, walk and run for extended periods of time.
    • Ability bend, stoop, squat and lift frequently throughout a shift.
