Job Description
Summary:
The Compliance Manager- LIHTC is responsible for overseeing regulatory compliance for in-house LIHTC programs, ensuring adherence to agency, state, and federal program guidelines. This role involves providing oversight, guidance and maintaining current knowledge of occupancy requirements for various housing programs.
Key Responsibilities:
- Compliance Oversight:
- Oversee regulatory compliance for affordable housing portfolios including all programs such as LIHTC, HOME, HTF, SRN, etc.
- Monitor compliance with land use agreements, operating agreements, and regulatory documents.
- Create, review, and approve income and rental guidelines, utility allowances, preferences, and set-asides in collaboration with the Director of Compliance.
- Monitor compliance with internal, state, and federal best practices.
- Track and monitor rent increases in accordance with program guidelines.
- Oversee file auditing procedures with 3rd party compliance companies for initial and annual recertifications.
- Complete internal fidelity audits of reports and ledgers.
- Relationship Management:
- Build relationships with agencies, management teams, housing authorities, and stakeholders.
- Project Management & Support:
- Support collaboration between development, managing agents, and asset management.
- Assist asset and property management with software setup for new acquisitions.
- Auditing & Reporting:
- Perform semi-annual compliance and site visit audits.
- Prepare reports to track and maintain program compliance.
- Prepare investor questionnaires, quarterly reports, and annual owner certifications.
- Attend site monitoring, investor and lender visits.
- Prepare and send response letters to monitoring agencies, investors, and lenders.
- Policy & Procedure:
- Ensure appropriate Grievance, Accommodation, and Wait List Policies & Procedures are in place.
- Create and update Core Processes for Affordable Housing sites.
- Collaborate with Training and Development to ensure all site employees receive appropriate training for specific programs such as LIHTC, SRN, HOME, etc.
- Other:
- Other duties as assigned.
Qualifications:
- Minimum 5 years of experience in agency or affordable programming related to real estate management.
- Experience in the affordable housing industry, including LIHTC, HOME, HTF programs.
- Knowledge of local, state, and federal laws and regulations governing affordable housing and fair housing.
- Excellent written and oral communication skills.
- Strong organizational, problem-solving, and analytical skills.
- Ability to manage priorities and workflow.
- Acute attention to detail.
- Experience with Property Management Software.
- Proven ability to handle multiple projects and meet deadlines.
