Function of Position:
The Title IX/Civil Rights Investigator is a key role in ensuring MCC's adherence to federal and state law, as well as college policies. This position is responsible for conducting prompt, thorough, and impartial investigations of complaints and allegations involving sexual misconduct, harassment, discrimination, and related violations of college policy affecting students, faculty, staff, and community members. The Investigator will manage the investigation process, gather and analyze evidence, interview parties and witnesses, prepare detailed investigation reports, and provide findings and recommendations, while ensuring procedural fairness and confidentiality throughout all stages of the investigative process. In addition, the investigator will participate in in relevant training and professional development opportunities. This position reports to Director, Title IX & Title VI.
Examples of Duties & Responsibilities:
Primary Functions:
Conduct, prompt, thorough, impartial investigations in adherence with College policies, procedures, and Student Code of Conduct as assigned
Engage in informal resolution processes when appropriate
Conduct preliminary inquiries into complaints as assigned
Correspond and conduct interviews with relevant parties and document all steps of the investigative process
Prepare high-quality written investigation reports with evidence, analysis, and clear fact-finding
Interpret and apply College policy and procedure
Maintain strict confidentiality and handle highly sensitive information in accordance with College policy, Federal and State regulations
Maintain current knowledge of related civil rights laws (Title IX, Title VI, Title VII, VAWA, Clery Act, NYS 129A/B, ADA, FERPA)
Participate in grievance process hearings or meetings as related to the investigation outcome
Secondary Functions:
Assist in training and education initiatives for employees and students, as well as maintenance and distribution of manuals, guides, and training materials to increase awareness of College policies, Student Code of Conduct, and reporting mechanisms within the College
Connect students to appropriate campus resources
Attendance in college committees and department meetings
Collaborate with professional organization resources as needed
Perform additional duties as assigned by the Director

Job Requirements:
Required Qualifications:
Earned bachelor's degree from an accredited higher education institution in public administration, human resources, law, education, business, or a related field
Minimum of two years of professional experience in conducting formal civil rights and/or discrimination investigations in accordance with federal and state laws
Experience with MS Office and student information systems
Excellent oral skills
Excellent communication skills with demonstrated ability to engage effectively via phone, email, in person, and virtually
Strong writing skills with the ability to produce clear, concise, logical, and grammatically correct written reports that convey complex and sensitive issues objectively
Ability to work both independently and collaboratively with campus departments, administrators, and community members
Working knowledge of civil rights law and regulations (Title IX, Title VI, ADA, FERPA)
Demonstrated sensitivity, professionalism, and discretion when handling confidential and highly sensitive information
Preferred Qualifications:
Earned a master's degree/JD in a related field
Earned certification in Title IX investigator training
Higher Education experience
Evidence of respect for and understanding of people with diverse backgrounds, abilities, and needs, and commitment to supporting an inclusive environment on campus
Additional Information:
Salary: Salary is determined based on experience, internal equity, and college budget. This position has a range of $52,000 to $67,654 and is based on these mentioned factors.

This position involves primarily sedentary work, including prolonged periods of computer use and keyboarding. The role requires the ability to communicate effectively in verbal and written form. Occasional travel between campus buildings or to other local or out-of-town locations for meetings or conferences may be required.
