The Vice President of External Affairs and Executive Director of the KCC Foundation (VPEA) provides strategic leadership for the College’s external engagement, fundraising, and community-focused initiatives. As a member of the President’s Cabinet, the VPEA plays a key role in college-wide decision-making and represents KCC in a variety of internal and external settings.
The VPEA oversees the administration and continuous improvement of several key programs, including General Education Development (GED), English as a Second Language (ESL), the Small Business Development Center, and the Grant Department. The role is also responsible for developing public and private funding streams that support KCC programs, workforce initiatives, and capital campaigns.
In addition, the VPEA manages the day-to-day operations of the KCC Foundation and leads student support fundraising, public capital campaigns, alumni development and engagement, and stewardship activities that advance the mission of the College. This position also works in collaboration with the Public Relations Office for government relations.
ESSENTIAL DUTIES AND RESPONSIBILITIES

Responsible for the following activities:
- Oversee the Supplemental Nutrition Assistance Program (SNAP), SNAP Training and Employment Program (STEP), and Temporary Assistance for Needy Families (TANF) Jobs program.
- Manage the Career Pathways (Oregon Pathways Alliance), HEP, Title II, and GED Wraparound grants in coordination across different College departments.
- Coordinate with the Community Resource Benefits Navigator to ensure robust student support campus-wide.
- Oversee and coordinate operations in neighboring rural counties, including academic/student support services and community outreach.
- Serve on the President’s Cabinet and as the college representative on various state and local committees, state and regional workforce councils, policy groups, legislative briefings, state and local committees, school and community boards.
- Participate in College shared governance councils and other committees, including chair of Workforce Council, member of President’s Council.
- Oversee GED/ESL program director efforts in assessment of student academic achievement, curriculum development, promotion of the program to potential students, and interested parties in the community.
- Direct and oversee appropriate meetings, maintain and oversee the acquisition of new skills and tools for program/discipline enhancement and development, and support services to GED/ESL students with a focus on transitioning students into college degree and certificate programs.
- Manage Small Business Development Center (SBDC) director efforts in development and allocation of grant money received from federal, state and local sources, development of co-sponsorship of programs with economic development organizations, and development and implementation of vision for small business assistance programs, services and events.
- Manage and oversee the development of long- and short-term strategic plans for growth of grant applications and funding n support of college programs across all areas of the College.
- Manage collaboration with local, state, and federal agencies to secure grant funding.
- Cultivate relationships with potential benefactors, solicit gifts, enhance college prestige, and further backing.
- Manage development of strategic initiatives to develop marketing, outreach, and recruitment.
- Work with the Financial Aid Office, the Communications/Public Relations Office, and other departments to ensure timely scholarship awards, student recognition, and appropriate donor recognition.
- Oversee the KCC Foundation 501(c)(3) and Foundation Board.
- Manage and execute strategic plan for fundraising in alignment with the mission and goals of the KCC Foundation and College.
- Coordinate, plan, and execute special events related to fundraising, "friend"-raising, and Foundation activities, including building dedications, development functions, and donor recognition.
- Spearhead capital campaigns for the Klamath Community College Foundation.
- Collaborate with offices across campus and the community on college-wide student and community success initiatives.
- Serves as the College's liaison to Lake County.
Day-to-day and annual administration needs in support of the College
- Support on-site GED/ESL centers through strategic planning and liaison work with college administration, and coordinate communication with Workforce Training to ensure effective marketing, strong enrollment, and clear pathways to job attainment.
- Provide executive oversight of SBDC marketing and outreach efforts; advocate for regional business development, expansion, and retention; and facilitate collaboration between the SBDC Director and business and philanthropic leaders across the community and region.
- Monitor and facilitate grant proposals on a college-wide basis.
- Provide executive oversight of Foundation operations, ensuring adherence to policies, sound fiscal management, investment oversight, accurate budgeting, meeting documentation, and coordination of the annual audit.
- Serve as the primary liaison between the Foundation and College leadership, donors, alumni, and stakeholders, maintaining consistent communication and delivering regular progress and activity updates.
- Lead alumni association development and implement strategies to secure alumni donations and support.
- Maintain a database of alumni and donors.
- Lead college-wide efforts related to credit recovery with local school districts.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES
- Serve on college committees and working groups as assigned, contributing to institutional initiatives and shared governance.
- Engage in ongoing professional development, staying current with trends, best practices, and innovations in higher education leadership.
- Perform other duties as assigned to support institutional priorities and operational needs.

EDUCATION AND EXPERIENCE
- Bachelor's degree from an accredited institution is required, preferably in a related field such as business, education or educational administration, economics, finance, or similar related field.
- Associate’s degree accepted, with the requirement to obtain a bachelor’s degree within three years.
- Master's degree preferred.
- Five years of professional experience with progressively increasing responsibility in higher education administration, public administration, organizational management, or similar related field.
- A minimum of three of the five years of professional experience must include substantial supervisory responsibilities.
- Administrative/executive work experience in a community college (or other higher education setting) is preferred.
- Three to five years of experience in leadership, fundraising, and planned gifting in a college/university setting, strongly preferred, but not required.
- Demonstrated success in fundraising and foundation development.
- Knowledge of Oregon’s adult high school diploma program preferred.

- Must have a depth and breadth of experience in all disciplines of administration, fundraising, and alumni development.
- Demonstrate highly effective fundraising skills and maintain flexibility to implement new processes.
- Proficient computer skills within-depth knowledge of Microsoft Office Suite programs.
- Strong ability to build relationships with in the College and with external stakeholders of the College.
- Ability to draw meaningful insights from research and policy to operationalize into measurable results.
- Executive-level leadership in strategy for external affairs, college-wide fundraising and grants.
- Ability to focus divisional efforts on workforce education, community impact, and partnerships.
- Ability to represent the college with government, industry, and community stakeholders.
- Emphasize local and regional economic development in balancing stakeholder interests.
- Skilled in alumni, community, and government relations.
- Frequently moving from stationary sitting positions to standing and walking.
*This position is contingent upon the availability of funding from external grants. In the event that grant funding is reduced, eliminated, or not renewed, the position may be subject to modification or termination.
