POSITION SUMMARY

This position performs inspections at residential properties around Kitsap and Mason counties to determine compliance with HUD quality and physical condition standards while incorporating HUD regulation changes and BHA policy changes. The Housing Inspector conducts rent comparability studies to determine rent reasonableness and participant affordability and negotiates rents with landlords. The position is also responsible to enter all information regarding the inspections and rent determinations into database systems and write and send correspondence to the landlord and tenants to confirm scheduled inspections and provide the status or outcome of the inspections.

Essential Function Summaries

  • Enter the locations of the properties, square footages, number of bedrooms, number of bathrooms, quality, unit types, age, amenities, etc. into Affordablehousing.com to determine reasonable rents. Discuss the outcomes with landlords and negotiate initial rents or rent increases until a Request For Tenancy Approval (RFTA) can be completed.
  • After determining rent reasonability and affordability, schedule initial UPCS and HQS inspection appointments with landlords. Document information into YARDI software and enter the appointments into Outlook.
  • Schedule NSPIRE and HQS annual inspections of properties prior to the due date. Create and send letters to landlords and tenants with dates and document the appointments in Outlook.
  • Schedule special NSPIRE and HQS Inspections with the tenant when a tenant has an issue with the unit that hasn't been resolved by the landlord. Enter data into YARDI software and document appointment into Outlook.
  • Prepare for inspections by gathering and reviewing necessary documents. Drive to the units/properties and meet with landlords and/or tenants upon arrival to explain the inspection process before it begins. Answer questions or concerns and handle any situations that come up with barriers, confusion, or outbursts that may occasionally occur.
  • Using HUD
  • HUD checklists, conduct inspections by physically testing and looking through each unit for minimum Housing Quality Standards (HQS) or National Standards for Physical Inspection of Real Estate (NSPIRE) to ensure that the units are acceptable for occupation. Some examples are: checking the cleanliness and working conditions of lights and appliances, etc.; ensuring the unit is safe and free from hazards such as missing outlet covers or chipping paint, etc.; making sure the hot and cold water is operable in kitchens and bathrooms, etc.; determining the roofs, windows, or structures of the units do not need repair, etc.; and many other required standards not listed.
  • Document results of inspections into YARDI software and write letters explaining any failed items that need to be cured by specific dates and send copies to the landlords and tenants. Track due dates and follow up to ensure repairs are completed. Review self-certifications by reviewing notes and checklists from the inspection and ensuring both the landlord and tenant has signed the self-certification.
  • Enter inspection information into the 50058 in YARDI when the property passes inspection.
  • Other duties as assigned.
POSITION QUALIFICATIONS

Required Education and Experience

Education: High School Graduate or General Education Degree (GED): Required.

Experience:

  • 2 or more years of experience in an office setting utilizing Microsoft Office software programs, spreadsheets and/or data bases.
  • 2 or more years conducting residential inspections, affordable housing maintenance, property management, or other closely related work.

Bremerton Housing Authority has the discretion to accept any other equivalent combination of education and experience when relevant.

Computer Skills:

Intermediate user of Microsoft Office programs, including Excel, Word, and Outlook. Intermediate user of various database systems and accurate data entry.

This role routinely uses standard office equipment such as computers, hand-held devises, phones, photocopiers, ten-key machines, fax machines, etc.

Certifications & Licenses:

The following certification must be obtained within the first six months of starting the position:

  • Certification of National Standards for Physical Inspection of Real Estate (NSPIRE) Required.

Other Requirements:

Must possess a valid driver's license for use in Washington State and with the continued ability to be covered under Bremerton Housing Authority's auto insurance policies.

WORK ENVIRONMENT:

This position is performed from the BHA office, in a BHA vehicle while driving to daily inspections, and in a variety of homes and apartments. This position requires extensive walking, standing, stooping, kneeling, bending, reaching, etc. Hand-eye coordination is necessary to operate various equipment and inspecting various property items. There will occasionally be a need to lift and carry up to 30 lbs. and be exposed to noise from machine operation. The work environment is fast-paced and moderately noisy. There is potential to be exposed to the following conditions: hostile residents or landlords, animals, unsafe electrical wiring, sharp objects, urine, feces, various household pests, or any other unsafe conditions that could be found at the homes of residents. When not performing inspections, computer work is conducted in an office environment.
