This role is focused on delivering end-to-end functional expertise across Oracle Fusion Cloud applications, with a strong emphasis on Project Portfolio Management and Grants modules within complex public sector environments. The position plays a key role in designing scalable, integrated financial and project solutions that align with organizational and regulatory requirements. Acting as both a functional lead and trusted advisor, the analyst works closely with business stakeholders, technical architects, and development teams to drive successful cloud implementations. The role requires deep understanding of Oracle Fusion architecture and public sector fund accounting concepts, ensuring accurate project costing, revenue recognition, and financial integration. It is a highly collaborative and client-facing position, contributing directly to digital transformation initiatives. Accountabilities:
  • Lead the design and delivery of end-to-end Oracle Fusion Cloud solutions across Project Portfolio Management and Grants modules, ensuring alignment with business and technical requirements.
  • Define solution architecture and functional design, including integrations with core financial systems such as GL, AP, and AR.
  • Provide functional and technical leadership throughout the full project lifecycle, from planning and design to deployment and post-implementation support.
  • Collaborate with business stakeholders and technical teams to translate requirements into scalable Oracle Fusion configurations and solutions.
  • Oversee integration design and customization efforts across Oracle Cloud and third-party systems to meet complex business needs.
  • Establish best practices, technical standards, and governance frameworks for Oracle Fusion implementations.
  • Lead process improvement initiatives and support change requests to optimize system performance and business outcomes.
  • Mentor and guide functional and technical team members while ensuring successful delivery across multiple concurrent assignments.
Requirements:
  • 10+ years of experience working with Oracle applications, including extensive hands-on experience with Oracle Fusion Cloud implementations.
  • Proven experience delivering full lifecycle Oracle Cloud projects, ideally including at least three end-to-end implementations.
  • Strong expertise in Project Portfolio Management and Grants modules, including configuration, testing, and deployment.
  • Solid understanding of fund accounting concepts, particularly within public sector environments (K-12 and higher education experience preferred).
  • Experience with project cost allocation, cost collection, revenue recognition, and P&L reporting processes.
  • Strong ability to lead requirements gathering, fit-gap analysis, CRPs, functional configuration, and user training.
  • Excellent communication and stakeholder management skills, with the ability to lead and mentor cross-functional teams.
  • Strong problem-solving skills with the ability to troubleshoot complex Oracle Fusion technical and functional issues.
  • Ability to manage multiple priorities in a fast-paced, delivery-focused environment.
