About This Position

The Human Resources Manager is a member of the Senior Management Team and is responsible for the Strategic HR functions and the day-to-day human resource activities by leading the recruitment of new employees, attraction, and retention of employees, professional development and capacity building of employee data, supporting the administration of payroll and compensation, maintaining employee communication, and acting as a support and advisor to department managers and senior management.

Overall financial Direction and Oversight:

  • Ensure the effective, efficient operation of the Human Resources department within the general policies and guidelines of Nak’azdli Whut’en.
  • Provide oversight and leadership to the Chief Operating Officer and the organization regarding Human Resources matters.
  • Ensure all relevant legislation, regulations and guidelines are met.
  • Manage and oversee employees in the Human Resources area.
  • Implement and communicate organizational plans, policies, procedures, and decisions of the Chief and Council, Chief Operating Officer and the Leadership Team

Program Planning, Development and Evaluation:

  • Prepare, update, implement and communicate human resources plans, policies and procedures in accordance with the Chief and Council, Chief Operating Officer and Leadership Team.
  • In conjunction with Department Managers actively participating in employee relations, including handling the grievance process.
  • In conjunction with department heads, counsel on and issue discipline as required.
  • Recording, documenting and managing all Human Resources(personnel) files, including WSIB reports, group benefits, special assignments, leaves of absence, training, and letters of hire. Letters of discipline, dismissal, etc.
  • Lead performance management process, including performance assessment, progressive discipline, review of probationary periods, identifying training needs, ensuring necessary training is implemented etc.
  • Support and monitor the succession plans in each functional area.
  • Provide ongoing support to Department Managers.
  • Participate in the Health and Safety Committee as co-chair and certified member and ensure timely management of all issues raised.
  • Participate in the annual planning process with the Leadership Team and COO.
  • Prepare annual salary recommendations for the staff.
  • Build a rapport with all staff members to be familiar and knowledgeable about every employee.
  • In consultation with the COO, plan and organize ALL Staff Communications meetings and Staff Recognition events

Budgets, Finance and Funding:

  • Develop program and budget recommendations with supporting funding plans as part of the annual planning cycle
  • Monitor approved budget in terms of hiring to meet program and financial goals
  • Assist the COO and Department Managers in the preparation of funding submissions
  • Provide accurate and timely reports as required

Human Resources:

  • Provide staff orientation, supervision, and ongoing development
  • Ensure accurate records and support the management of all personal information in compliance with privacy legislation and Nak’azdli Whut’en policies.
  • Provide regular individual supervision to direct reports and conduct annual performance reviews
  • Plan for ongoing training and development of management and staff as part of the annual planning process
  • Participate in the succession planning process for their position consistent with the organization’s Human Resource continuity plan
  • Review with the COO any issues which may result in discipline or termination of employment consequences
  • Follow established human resources policies and procedures: encourage and model good management practices with all staff in management positions
  • Ensure compliance with Nak’azdli Whut’en hiring and human resource management practices, including human rights practices
  • Promote proactive strategies to ensure diversity in programs and staffing
  • Work with Health and Safety Representatives to implement effective health and safety procedures and monitoring and reporting mechanisms to promote and ensure the safety and well-being of staff, clients and volunteers

Senior Leadership Team:

  • Participate as a member of the Nak’azdli Whut’en’s Leadership Team and contribute to organizational planning and performance
  • Represent Nak’azdli Whut’en at various community meetings, events, committees and presentations.
  • Advise the COO in terms of effectiveness, Quality and strategic direction of Human Resources policies
  • Make policy and other recommendations as necessary in any management area within purview: programs, human resources, operational, health and safety, personal information management, IT.

Other:

  • Other duties as assigned.

Hours of Work

Regular office hours are from 8:00 am to 4:00 pm. It is expected that all work will be completed within your regular working hours. However, you may be required from time to time to work outside your normal hours of work or on weekends.
