POSITION SUMMARY

Manages the Noise Compatibility Program. Studies, analyzes, evaluates data, and develops recommendations for continual improvement of noise control. Assists in the routine day-to-day operational duties and details required for the safe and efficient operation of the Fort Lauderdale Executive Airport and Downtown Heliport.

Performs administrative and technical work for the Department or Division involving the collection, analysis, reporting and illustration of data. Provides daily management and coordination of programs and projects as assigned. Works to improve the effectiveness and efficiency of programs and operations management. At the direction of an immediate supervisor, this employee is required to exercise extensive initiative and independent judgment, and to work effectively with the public, City officials and others.

This is a classified position covered by the Personnel Rules.

This is a Management Category IV position which includes five (5) additional Management Vacation Days and a Vehicle Allowance of $120/month.ESSENTIAL JOB FUNCTIONS
Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation.   • Oversee the daily activities of the Noise Compatibility Program and address daily noise concerns.
  • Analyzes monthly noise data and prepares monthly and annual reports.
  • Recommends the purchase of the most cost-efficient new noise equipment.
  • Utilizes two-way radio communication with Air Traffic Control while performing airside duties.
  • Performs daily FAA compliance inspections; performs routine inspections of airport runways, taxiways, airport grounds, perimeter fences, gates, and related equipment for compliance with federal, state, and general aviation airport rules and regulations.
  • Inspects runways and taxiways for adequate surface conditions, lighting, markings, and proper signage to ensure compliance with FAA regulations.
  • Monitors and evaluates the daily activities of airside and landside operations and maintenance.
  • Makes presentations to the Aviation Advisory Board and community groups regarding Airport operations and noise-related concerns.
  • At the direction of a supervisor, identifies problems or factors inhibiting the effective accomplishment of departmental or city-wide goals and objectives.
  • Supports administrative activities and may be assigned to direct various phases of departmental administrative operations.
  • Assist in planning and coordinating meetings, conferences and events.
  • Collects and analyzes data; prepares a variety of written documents and correspondence including study plans, special and regular reports, systems and organizational analyses, workflow charts, etc.
  • Makes presentations utilizing charts, slides and other visual support devices.
  • May coordinate or participate in the development and implementation of specific projects and programs.
  • May prepare meeting agendas and supporting material, may recommend subject matter and coordinate guest speakers.
  • May participate in the formulation, preparation and control of the departmental budget through the following: analyzes and reviews financial data in order to develop budget projections; consults with departmental officials regarding funding requests, organizational changes, expenditure levels, budget justifications and narratives; suggests cost-cutting alternatives; advises departmental personnel on budget problems, processes and procedures.
  • May conduct fact-finding interviews, observes operations, consults with and explains to management recommendations made for changes in work operations and other key actions proposed.
  • May represent the supervisor at conferences and meetings, including contact with outside agencies.
  • May maintain Department/Division website.
  • Develop, implement, and monitor Airport special events.
  • Performs related work as required.
JOB REQUIREMENTS, PREFERENCES & WORK ENVIRONMENT

MINIMUM JOB REQUIREMENTS:

  1. Bachelor's degree in Aviation Management, Business Management, Business Administration, Public Administration, Data Analytics, Engineering, or related field.
  2. Three (3) or more years of paid, full-time work experience in airport operations involving one or more of the following: The analysis, planning and development of programs, policies, operations, methods and/or procedures; the evaluation of program and operation effectiveness; the development of revised administrative practices in order to meet program, policy, organizational or legislative change, to expedite work, to effect economies of time, money, personnel and equipment, or to otherwise assist in the solution of administrative and management problems.
  3. Additional qualifying work experience may be substituted on a year-for-year basis for the required college education.
  4. Must possess or be able to obtain a Florida driver’s license within 30 days of hire.
  5. If claiming Veteran's Preference, you must attach a copy of the DD214 Member 4 form (or other supporting claim documents) to your on-line application.
PREFERRED QUALIFICATIONS:
  1. Prior Noise Abatement / Noise Monitoring and Management experience at an airport.
  2. Airport Operations experience.
  3. Intermediate or higher level of proficiency in MS Excel and PowerPoint.
  4. Experienced in Data Reporting analytics.
As public servants, employees may be required to work immediately before, during, and/or after an emergency. All employees must be available and able to work assigned shifts as determined by their Department Heads.

PHYSICAL STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS:
The position involves medium physical demands, such as exerting up to 50 lbs. of force occasionally, and/or up to 20 lbs. of force frequently, and/or up to 10 lbs. of force constantly to move objects. Ability to lift, carry, climb, bend, stoop, kneel, crouch, crawl, reach, walk, push, pull, grasp, stand and access heights or areas where limited space is available.
