Responsibilities

Summary:

The Program Manager will be responsible for the project performance reporting to USDA for Lynker’s grant award from the U.S. Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) entitled Hawaii-Grown Partnership for Agriculture with the Award Identifying Number: NR233A750004G050. This project will allocate direct financial support to agricultural producers in Hawaii with the purpose of supporting the production and marketing of Hawaii-grown agricultural and forestry products. We anticipate at least 6,500 acres of implementation and $26,000,000 of direct financial assistance for the adoption of conservation practices and marketing incentives to at least 150 producers over the lifetime of the award. The Program Manager will ensure that subawardee, vendor, and agricultural producer deliverables are monitored and tracked in coordination with the Project Director, Operations Manager, and Lynker’s technical project staff. The Program Manager will ensure and oversee that federally stipulated producer eligibility requirements are accurate and available for USDA reporting. The Program Manager will liaise with subawardees to assure data management dashboards meet program needs, allow producer access to manage individual data, and allow that accurate USDA reporting can occur. The Program Manager will assist with other duties assigned by the Program Director.

Responsibilities:

  • Responsible for overseeing accurate and timely project performance reporting to USDA following federal guidelines.
  • Track subawardee, vendor, and agricultural producer activities toward contracted scopes of work and activities, including fulfillment of all federal eligibility requirements.
  • Responsible for handling sensitive data responsibly and ethically, ensuring privacy and security.
  • Track deadlines for federal reporting and ensure all documentation is complete and accurate.
  • Responsible for visualization, design, and continued optimization of data management frameworks.
  • Liaise with the Program Director and Operations Manager on federal financial and performance reports and tracking program performance and financial spend-down.
  • Support the Program Director with handling correspondence to ensure smooth flow of day-to-day activities and subaward check ins to ensure that deliverables are met.


Qualifications

Required qualifications:

  • Master’s degree in business administration, agricultural sciences, or related field and at least 3 years of progressively responsible work experience; or a Bachelor’s degree plus at least 5 years of relevant work experience.
  • Demonstrated professional experience with federal regulations and large grant project management.
  • Demonstrable advanced skills and knowledge of Microsoft Excel, as well as other MS Office applications and Google Suite.
  • Adherence to deadlines under time constraints and pressure; ability to coordinate and manage complex workflows.
  • Ability to deal patiently and tactfully with subrecipients, subcontractors, farmers and ranchers, and agricultural/food system stakeholders in accordance with cultural norms; and must be based in Hawai‘i.
  • Excellent verbal and written communication skills when interacting with a wide range of individuals in government, private and non-profit sectors and agricultural producers.
  • Ability to adhere to confidentiality and relevant laws and policies when handling sensitive personal information.
  • Ability to multi-task with the highest standards of reliability, competence, and integrity in a fast-paced, highly professional and demanding environment required.
  • Good place-based knowledge of Hawaii communities, places and agriculture.
