GIS Specialist – Planning & Infrastructure

Salary Range: (dependent on experience)

JOB SUMMARY:

The GIS Specialist is responsible for developing, maintaining, and managing geographic information systems (GIS) and spatial data to support planning, infrastructure development, land management, and community projects. This role provides mapping, spatial analysis, and data management services to assist with decision-making, planning initiatives, and infrastructure management within the community.

The GIS Specialist works closely with departments, leadership, and external partners to support land use planning, infrastructure planning, environmental management, and community development initiatives. The role ensures accurate spatial data management and the effective use of mapping technologies to support organizational planning and operations.

POSITION DUTIES:

GIS Data Management

  • Develop, maintain, and update GIS databases and spatial data related to community lands, infrastructure, and resources.
  • Ensure the accuracy, organization, and security of geographic and spatial data.
  • Integrate data from multiple sources into GIS systems for analysis and mapping.

Mapping and Spatial Analysis

  • Create maps, visualizations, and spatial analyses to support planning and infrastructure projects.
  • Provide mapping services for land use planning, housing development, utilities, and environmental initiatives.
  • Conduct spatial analysis to support community planning and decision-making.

Infrastructure and Land Use Support

  • Support planning and infrastructure projects by providing GIS data and mapping analysis.
  • Assist with mapping infrastructure systems such as roads, water, wastewater, utilities, and community facilities.
  • Maintain records of community infrastructure and land-related data.

Project and Planning Support

  • Assist with planning initiatives, environmental assessments, and development projects.
  • Provide mapping and spatial data support for grant applications, reports, and planning documents.
  • Support land management, zoning, and community planning activities.

Collaboration and Stakeholder Support

  • Work collaboratively with internal departments to support GIS and mapping needs.
  • Provide GIS support to external consultants, engineers, and planning professionals where required.
  • Assist staff in accessing and understanding GIS data and mapping tools.

Technology and System Management

  • Maintain GIS software, systems, and databases.
  • Identify opportunities to improve GIS capabilities and technologies within the organization.
  • Provide training and guidance to staff on GIS tools and applications.

Documentation and Reporting

  • Maintain documentation related to GIS data sources, systems, and procedures.
  • Prepare reports, maps, and presentations for leadership, departments, and community planning initiatives.
  • Ensure proper record management and data storage practices are followed.

Other Duties

  • Participate in planning meetings, committees, and infrastructure initiatives as required.
  • Attend professional development and training related to GIS and spatial data technologies.
  • Perform other related duties as assigned by the Director of Planning and Infrastructure.

TERMS AND CONDITIONS OF EMPLOYMENT:

  • Valid driver’s license and vehicle for on-the-job use.
  • Must be able to work flexible hours.
  • Sign and maintain an annual oath of confidentiality.
  • Secure and maintain certification in Privacy and Confidentiality.
  • Must provide a criminal record check prior to commencing employment.
  • Incumbent is subject to six months’ probation.

QUALIFICATIONS:

  • GIS Certification (e.g., GIS Professional – GISP or equivalent)
  • Certification or formal training in GIS software platforms (e.g., ESRI ArcGIS, QGIS)
  • Global Positioning System (GPS) / field data collection training
  • Remote sensing or spatial data analysis certification
  • Project Management certification (e.g., PMP or equivalent) – considered an asset
  • Proficiency in GIS software (e.g., ArcGIS, ArcGIS Online, QGIS)
  • Experience with:
  • Spatial data collection and management
  • Database management (e.g., geodatabases)
  • Mapping and cartographic design
  • Familiarity with:
    • CAD software (e.g., AutoCAD) is an asset
    • Data visualization and reporting tools
  • Ability to manage and maintain spatial data systems and ensure data integrity
