This is a senior, high-ownership payroll leadership role responsible for ensuring accurate, compliant, and timely payroll delivery for a large, multi-provincial workforce across Canada. You will act as the primary expert and governance owner for outsourced payroll operations, overseeing vendor performance while establishing strong controls, processes, and compliance frameworks. This role requires a hands-on leader who can manage complexity across payroll, benefits, and statutory obligations while ensuring operational excellence at scale. You will also serve as the escalation point for complex payroll issues, driving root-cause resolution and continuous improvement. Working closely with HR, Finance, and external providers, you will ensure seamless payroll operations across multiple systems and jurisdictions. - Own end-to-end payroll operations for 2,700+ employees across multiple Canadian provinces, ensuring accuracy, compliance, and timely processing.
- Act as the primary governance lead for outsourced payroll providers, including SLA oversight, KPI monitoring, performance reviews, and continuous improvement initiatives.
- Serve as the escalation point for complex payroll, benefits, and leave-related issues, including root-cause analysis and corrective action implementation.
- Oversee statutory remittances, year-end reporting (T4, T2200), and payroll compliance across all applicable jurisdictions.
- Manage cross-border payroll processes for U.S.-based executives, including FX calculations and workday allocation.
- Ensure WCB compliance and integrity across all relevant provinces.
- Lead payroll system changes, HRIS configurations, upgrades, and process optimization initiatives.
- Support internal and external audits, maintain SOX compliance, and ensure data integrity across payroll and benefits systems.
- 8+ years of progressive, full-cycle payroll experience across multiple Canadian jurisdictions.
- Proven experience managing outsourced or offshore payroll providers with strong governance and accountability frameworks.
- Strong understanding of Canadian payroll legislation, statutory remittances, WCB requirements, and year-end processes.
- Experience with cross-border payroll (Canada/U.S.) and FX rate application.
- Strong analytical skills with exceptional attention to detail and the ability to manage high-complexity workflows.
- Excellent communication skills with the ability to simplify payroll concepts for HR, Finance, and executive stakeholders.
- Experience with payroll/HRIS systems such as Workday or similar platforms.
- Payroll certification (CPM, PCP, or equivalent) is considered an asset.
