Role Overview
VersAbility Resources is seeking an MSC Senior Manager – Government Contracts to provide on-site operational leadership and oversight of government contracts at the Norfolk MSC and assigned locations. This role is responsible for managing day-to-day contract execution, supervising large teams, ensuring compliance with Performance Work Statements (PWS), and maintaining strong relationships with government stakeholders.
The Senior Manager operates with a high level of autonomy, making critical decisions related to scheduling, staffing, and service delivery while ensuring contract performance, quality standards, and financial targets are met.

What You’ll Do
• Provide direct supervision and leadership for 50+ employees across one or multiple government contract sites
• Oversee operations for contracts generating $5M+ in annual revenue, ensuring performance, efficiency, and compliance
• Serve as the primary on-site representative with government personnel, maintaining strong communication and partnership
• Manage daily operations including scheduling, staffing plans, workflow prioritization, and task execution aligned with contract requirements
• Ensure full compliance with Performance Work Statements (PWS), safety standards, and regulatory requirements (OSHA, Department of Labor, AbilityOne)
• Monitor contract performance, quality control measures, and customer satisfaction to ensure all specifications are met
• Lead and develop Deputy Program Managers and assigned staff, including hiring support, coaching, performance management, and training
• Address employee concerns, resolve workplace issues, and partner with HR on employee and union relations when applicable
• Manage budgets and monitor labor, billing, and material costs to meet financial performance goals
• Oversee payroll completion and ensure accuracy in workforce reporting systems
• Maintain contract staffing and training plans as required by government standards
• Ensure proper access and compliance with government systems and applications required for contract execution
• Lead safety initiatives, conduct safety meetings, and implement contract safety plans
• Evaluate operations and implement process improvements to enhance efficiency and service delivery
• Maintain facilities, equipment, and work environments to ensure safety and operational effectiveness

Qualifications
• Bachelor’s degree in Business, Public Administration, or related field (preferred)
• Minimum of 5 years of leadership experience in government or commercial contract operations
• Proven experience managing multi-site operations and large teams
• Strong knowledge of government contracting processes, compliance, and regulatory standards
• Experience working with or supporting individuals with disabilities (preferred)
• Ability to obtain and maintain a Secret Security Clearance
• Strong financial and operational management skills, including budgeting and labor tracking
• Excellent communication, leadership, and problem-solving abilities
• Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint)
• Knowledge of OSHA standards, Department of Labor requirements, and industry best practices
• Preferred: Information Assurance Technician (IAT) Level 1 certification

This role is primarily on-site at the Norfolk MSC and other contract locations. Work may include walking, standing, and navigating various environments such as industrial sites, outdoor locations, and government facilities. Occasional driving between sites may be required.
