SUMMARY:
Analyzes technical data and complete complex freight traffic duties for shipments, whether inbound or outbound transports, including shipments of Defense Weapons Systems or missiles and related articles, and shipments of explosives, dangerous materials and security risk articles and whether transported by air, rail, truck or water. Determine transportation characteristics on oversized, overweight, sensitive and classified freight to ensure compliance with Department of Defense, Department of Transportation, federal, State and local government regulations. Coordinate ships of Foreign Military Sales within provisions of FMS Case and regulatory guidance. Prepare, monitor, arrange clearance and code shipments for embarkation primarily recurrent between a limited numbers of points for further shipments overseas. Engage in negotiations with carriers to secure competitive rates and complete transport arrangements. Provide factual information concerning shipments of Army Missile Command and Tenant Activities. Expedite shipments and implement tracer actions when necessary. Monitor carrier performance and initiate advisory action against service providers that fail to perform at satisfactory standards in accordance with applicable codes or regulations. Determine requirements for re-consignment and diversion of shipments, review bills of lading, and prepare Transportation Discrepancy Reports on lost and damaged articles. Authorize payments to carrier service provider based on compliance with service agreements. Establishes, maintains and disposes of files and records pertaining to transportation of materials. Provides guidance and technical expertise to his/her work section in order to accomplish tasks assigned by the supervisor. Completes paperwork and reports, assigns tasks, interfaces with customers, and performs duties listed within their job description.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Utilizes and complies with multi - service regulatory sources to determine special service requirements, applicability and authorization of shipments . Provides information as to the additional documentation requirements for making shipments.

Makes cost comparison using carrier tenders and tariffs, agency contracts, and ETA System (Electronic Transportation Acquisition) . Reviews service features for compatibility with shipment requirements . Request for routing authority and instructions from (SDDC) Military Surface Deployment and D i stribution

shipments at customers request so that customer can make shipment by the most economical means available.
Arranges pickup and delivery times with carrier. Determines type of equipment needed to meet customer requirements, regulatory, and federal, state, and local law.
Utilizes (FACTS) Financial and Air Clearance Transportation Systems, to book shipments on military air flights to overseas locations. Prepare documentation including airbills and customs forms for shipment to overseas locations going commercial air to its final destination.
Obtains proof of delivery at customer's request.
Reports carrier performance failures as required utilizing the (GFM) Global Freight Management System.
Prepares Report of Shipments for each shipment containing classified, sensitive, Class A & B explosives, or those shipments requiring special handling to the consignee no later than 24 hours after release of shipment to carrier.
Prepare all documentation required for each shipment as required including but not limited to Bills of Lading, Signature and Talley, Shippers Declarations for Hazardous Material, Commercial Invoices, and Shippers Export Declarations.
Reviews incoming documentation for discrepancies in quantity or damage and completeness of documentation. Coordinates with commercial and government shippers, and carriers to resolve discrepancies. Prepares required documentation to clear discrepancies.
Acts as liaison between U.S. Customs and Redstone Arsenal. Prepares required documentation for shipments from international points for entry into the United States destine for Redstone Arsenal.
Make payments to carriers electronically utilizing Power track System.
Monitor funds received from directorates on Redstone Arsenal and provides cost to budget personnel as requested.

Provides information and assists the Supervisor with all aspects of internal and government reports.
Keeps and maintains a Work Distribution Log which shows who is handling which shipment and the time they have to complete the processing.
Keeps and Maintains a Power Track Log showing who is responsible for paying each bill and the due dates of each.
Distribute all incoming mail to the proper people and locate any missing documentation that is requested.
Trains and assists all other Freight Specialists with their job.
Works with Quality Control to ensure monthly reports are completed in a timely manner.
Responsible for processing TDR's or lost and damaged articles.
Performs other duties as assigned.

Essential :
General Description of Responsibilities:
U.S. Citizen
Must possess or be able to obtain and maintain a security clearance applicable to the position and/or a military Common Access Card (CAC) within 30 days, if required
Possess a valid drivers license
High school diploma or equivalent (Associate degree preferred)
Minimum of 5 years experience working with military transportation of freight (preferred)
Familiar with shipping government equipment and associated documentation requirements
Must possess excellent written and verbal communication skills
Must be able to work well with others under strict time requirements
Must be able to read, interpret, and comprehend applicable regulations
Computer literacy required
Must be proficient with ETA Systems and US Bank PowerTrack Billing System
Must be able to operate standard office equipment
HAZMAT training and certifications (49 CFR, IATA, and IMDG) preferred

The role requires effective communication and presentation skills to convey information to customers, clients, internal staff, and other employees. The employee must be able to interpret instructions and information, clearly explain them to others in English while performing job duties, and demonstrate strong attention to detail and be able to report to work consistently, work the assigned shift hours, and possess a valid drivers license.
PHYSICAL DEMANDS:
Required to walk, stand, sit and move about the property for long periods of time. Perform physical activities that require considerable use of your arms and legs and moving your whole body, such as climbing, lifting, balancing, walking, stooping, and handling material. Must have the ability to work indoors or outdoors in bad weather. Handle equipment/supplies weighing 30 pounds individually and occasionally items weighing more than 50 pounds with assistance. Must possess visual acuity to review written documentation; ability to hear and understand speech at normal room levels and on the telephone. Wearing safety equipment (PPE) Personal Protective Equipment is required during all periods of exposure to hazardous conditions.
WORK ENVIRONMENT/HOURS:
This position is not eligible for remote work, as the essential functions of the role require the employee to perform duties on-site. May be exposed to inclement/extreme weather conditions. The noise level in the work environment may vary from moderate to high, depending on location. Must be able to work in fast paced, multi-task environment. If applicable work 10(+) hours per day Will require having flexed hours to accommodate for mission requirements to include weekends and Holidays. Overtime may be required.
