Position Overview

ShadowObjects, LLC is seeking a Senior Data Management Consultant to support the Deputy Assistant Secretary of the Navy for Procurement (DASN(P)). This role is responsible for leading enterprise-level data governance initiatives within a complex DoD environment.

The ideal candidate will have demonstrated success in developing and implementing data governance programs, with deep expertise in data quality, metadata management, data architecture, and data lineage. This individual must also possess strong analytical and visualization skills, along with the ability to communicate effectively with senior and executive leadership.

Key Responsibilities

Data Strategy & Governance Development
Within 180 days of contract award, analyze Government requirements and existing data structures to develop and deliver a Department of the Navy (DON) Procurement Data Strategy and Data Governance Plan. These frameworks will establish and maintain the following foundational components:

  • Data Stewardship Framework: Defines roles, responsibilities, and access controls
  • Data Quality Framework: Establishes validation rules and performance metrics for data integrity
  • Conceptual Data Model: High-level business model defining key entities (e.g., contracts, vendors, requirements) and relationships
  • Canonical Data Model & Master Data Dictionary:Logical data model supported by Entity Relationship Diagrams (ERDs), including metadata such as:
    • Authoritative source systems
    • Business process alignment (BEA L1–L4)
    • Designated Government data owners
  • Data Flow Diagrams (DFDs) & Lineage: Documentation and visualizations of end-to-end data movement across systems and processes
  • Enterprise Data Catalog: Centralized repository of data assets and metadata to ensure accessibility, transparency, and trust

Governance Framework Implementation

  • Design, develop, and implement data governance frameworks, policies, and procedures
  • Align governance initiatives with organizational goals and regulatory requirements
  • Collaborate across the Department of the Navy acquisition community to drive governance adoption
  • Prepare and facilitate governance meetings, including agendas, documentation, and follow-up actions
  • Partner with Legal, Compliance, Risk, and Audit teams to ensure regulatory alignment
  • Work with Technology leadership to support implementation of governance standards

Analytics, Reporting & Performance Management

  • Develop and deliver executive-level briefings on governance program performance and strategy
  • Conduct advanced analysis to support decision-making and long-term planning
  • Establish and track metrics to measure governance effectiveness and value

Technical Governance & Data Management

  • Lead data lineage and metadata management initiatives
  • Promote enterprise adoption of governance standards and best practices
  • Ensure consistency, traceability, and integrity across data systems

Program Support & Planning

  • Support prioritization of DASN(P) data governance initiatives
  • Develop and expand governance capabilities to meet evolving organizational needs
Required Qualifications
  • Active DoD Secret Clearance
  • Master’s degree in Information Management, Information Systems, or related field
  • 8+ years of experience in data governance and data management
  • Proven experience leading data governance initiatives in large, complex organizations
  • Experience delivering technical training and supporting change management initiatives
  • Strong knowledge of Federal and DoD data management policies and regulations
  • Experience leading data rationalization efforts, including identifying and eliminating redundant data collection and improving reporting efficiency
