Job Description

Job Title: Senior Project & QA Manager

Location: Jon Joseph Moakley Courthouse located at 1 Courthouse Way, Boston, MA 02210

Project Name: CM Support Services, Moakley Courthouse Hardening Project

Client: General Services Administration (GSA)

Pay Range: $154K - $164K per year plus benefits

Anticipated Start Date: November 2026

Project Duration: 19-months

Project Details (Size, SOW, Site Background, etc.):SOW: The project scope consists of removal of existing windows, doors and entrance systems, including the existing storefront assembly at the main public entrance, and providing forced entry resistant assemblies, plus upgrades to courthouse lockdown assemblies

Essential Responsibilities:

  • Maintain excellent relationships with clients, building occupants, designers, and general contractors
  • Prepare correspondence and maintain official construction site records
  • Conduct and lead project meetings, resolve issues, and brief clients and management; document agendas and meeting minutes
  • Manage and coordinate consultants, staff, and interdisciplinary teams to deliver construction management services
  • Manage project schedules from inception to closeout, including coordination within occupied facilities
  • Ensure project requirements are met in terms of scope, schedule, budget, and quality
  • Develop and control project budgets and funding strategies
  • Review and interpret construction drawings, specifications, and workmanship standards
  • Apply in-depth knowledge of construction practices, materials, and installation methods
  • Perform inspections of materials, workmanship, and system installations; conduct quality assurance inspections
  • Review contractor requisitions and invoices; analyze proposals and bills of materials; provide recommendations
  • Manage change orders, cost control, and prepare estimates (including time impacts and Independent Government Estimates)
  • Perform material take-offs, pricing, and negotiate equitable contract adjustments
  • Prepare daily, weekly, and monthly reports with project status updates and issue tracking
  • Apply knowledge of construction safety practices, including OSHA requirements
  • Integrate competing project elements to ensure smooth planning and execution
  • Perform other duties as required

Required Qualifications (Experience, Education, Certifications, Clearances, etc.):

  • Minimum of 10 years of construction experience as a Construction Manager, Construction Management Representative, Owner’s Representative, or Construction Inspector, with at least 6 years on similar projects (including general construction, concrete, sitework, and utility installation)
  • Proven experience managing GSA projects in both CMa and Inspector roles
  • Proven experience with Federal and local government office building projects, including procedural, review, and approval requirements
  • Proven experience preparing cost estimates and Independent Government Estimates
  • Proven experience preparing Integrated Master Schedules
  • Proven experience reviewing contractor shop drawings and submittals
  • Proven experience with P100 and code compliance requirements
  • Proven experience performing material take-offs, pricing work, evaluating proposals and bills of materials, and negotiating contract adjustments
  • Proven knowledge of construction safety practices, including OSHA requirements

Preferred Qualifications:

  • Experience managing staff and consultants delivering a full range of construction management services, including change management, scheduling, budget analysis, estimating, risk management, commissioning, and quality assurance (Safety, MEP, Structural, Life Safety, Fire Prevention)
  • Hold a degree in Construction Management, Architecture, or Engineering
  • Certified or pursuing certification as a Construction Manager (CCM) by the Construction Management Association of America (CMAA)
