Overview

The COLUMBIA Program is Electric Boat's largest and most important program and you can be part of the team that leads it! The COLUMBIA Program needs exceptional people that can drive design and engineering to be focused on cost and schedule while maintaining quality and supporting construction.

The S1B Ship Design Program Office Program Representative will be responsible for management oversight of the COLUMBIA S1B Design Program. The successful candidates will communicate with contract leads, technical leads, engineering disciplines, design supervision, program finance purchasing leads, Naval Nuclear Laboratory (NNL) and NAVSEA as needed to support and manage selected aspects of the program. This may include managing program funding, oversight of annual program work planning and estimate processes, oversight of technical work, management of the program schedule, and coordinating responses to emergent design issues. These roles require an understanding of government contracts, project management, and Earned Value Management (EVM) metrics. Frequent communication with NNL and NAVSEA stakeholders and program management is required.

Additional responsibilities include but are not limited to:

    S1B Design Program Office POC for tactical PO 145185 administration and performance Understand and make key decisions to manage schedules, programmatic budgets, priority, need dates, and drive engineering/design to issue Change Notices (CNs) on time and under budget Manage/coordinate responses to emergent program specific design issues and drive the team to a timely solutionFrequent communication with NNL and NAVSEA stakeholders and program managementReview of engineering statements of work for purchase order compliance Work with Construction Span Reduction Stakeholders to facilitate PO 145185 source of funding authorizations when applicableWork with Planning to manage the program Artemis schedule together with FinanceCoordinate and manage the program manpower plan with FinancePreparing reports and presentations for Program Reviews, program metricsSome travel may be required


Responsibilities

    Self-starter capable of prioritizing work and managing time with limited supervision Exhibit strong planning, problem solving, and strong verbal and written communications skillsManage multiple small projects simultaneously Proficiency in Microsoft Office productsAbility to manage data and create reports from various data systemsAbility to communicate across multiple EB organizations and stakeholders


Qualifications

Required:

    Active DOD Secret Clearance OR the ability to obtain and maintain clearanceBachelors Degree in a Technical, Finance or Management fieldTwo years of relevant program management experience
Preferred:

    Working knowledge of manpower schedules, phasing files, and EVM metrics Detailed knowledge and experience working with Government contractsStrong background and experience working with both technical and business departments such as Engineering, Legal, Purchasing, Contracts, Finance, and Materials ManagementEB program, commercial and or Government component development contract experience or similar external experience
