About This Position

MacKay Sposito is seeking a Force Account Close-Out Technician who will be aligned with the Chicago Department of Water Management’s PMO Force Account and will provide support for their projects.

The primary responsibility of the position is to analyze project costs and produce closeout documentation for Force Account projects funded by external parties (private developers, private utilities, public agencies, etc.). This engineer will gather, review, analyze, and submit closeout documentation to the DWM such that the City is reimbursed accurately and in a timely manner.

Excellent writing and verbal communication skills are necessary since a significant portion of the position involves formal letter writing, emailing, meetings, and phone conversations with other program staff members, various City staff, and private property/utility owners. The position is deadline-driven and requires a high degree of organization to review multiple projects simultaneously.

Key Responsibilities:

  • Gather and analyze project information, including timesheets, foreman reports, as-builts, etc.
  • Examine as-built plans for consistency with project cost
  • Coordinate with Force Account Design Engineers and Construction Inspectors to verify projects were constructed according to plan
  • Generate professional correspondence on behalf of the DWM to external agencies
  • Assemble proper documentation, reports, as-builts, and closeout analysis for DWM’s review
  • Organize project information and files with thorough and consistent documentation habits
  • Assist with project status tracking in Excel and Access databases
  • Extract information from Primavera P6 software
Minimum qualifications:
  • Bachelor’s degree in Engineering (e.g., Civil Engineering, Construction Engineering, or a related field) or equivalent experience.
  • Alternatively, a degree in a closely related discipline, such as Construction Management or Project Management, may be considered, especially with relevant experience
  • Experience in project cost analysis, budgeting, or financial tracking of engineering or construction projects
  • Familiarity with utility infrastructure projects (water, sewer, or public works systems preferred)
  • Experience reviewing and interpreting as-built plans, engineering drawings, and construction documentation
  • Background in project closeout processes, documentation preparation, or reimbursement tracking

Preferred qualifications:

  • Working knowledge of ArcGIS®
  • Working knowledge of PMIS systems including Orion and EBuilder
  • Engineering experience with utility infrastructure work
  • Proficiency with Microsoft tools, including MSWord, Outlook, Excel, and Access

Please note that the salary information shown below is a general guideline only. Salaries are based upon candidate experience and qualifications, as well as various market and business considerations.

The annual wage range for this position is $60,000 - $80,000, depending on experience.

Full-time employees receive a well-rounded benefit package including access to our company-sponsored Medical (including an HSA High Deductible option), Dental, Vision, FSA, and Supplemental Life Insurance plans. We also offer 100% company paid Life Insurance, Short Term Disability, and Long Term Disability coverage. Employees are eligible to participate in our company 401(k) plan with up to a 4% match. Additionally, employees also receive paid vacation time, paid sick time, and 11 paid holidays and are able to participate in employee ownership options. MacKay Sposito pays for expenses associated with licensure as well as annual performance bonuses.
