About This Position
Purpose:
The Supervisor of Specialty programs provides leadership, supervision, and operational oversight for housing programs including), Housing Stabilization services such as the Fern Odessa Program, and the Youth Homelessness Demonstration Project (YHDP).
This position ensures that high-quality, client-centered services are delivered to individuals and youth experiencing homelessness or housing instability. The manager supervises housing staff, monitors service delivery, tracks program outcomes, and ensures compliance with all applicable program regulations and best practices.
The Supervisor of Specialty programs works collaboratively with community partners, landlords, service providers, and Continuum of Care (CoC) stakeholders to strengthen housing stability outcomes and improve access to housing resources. The role also ensures the responsible stewardship of organizational resources and supports the mission and values of the organization.
Accountabilities:
· Provide oversight and management of housing programs including Housing Stabilization programs such as Fern Odessa, and the Youth Homelessness Demonstration Project (YHDP).
· Supervise staff providing housing stabilization and supportive services to program participants, including youth experiencing homelessness.
· Monitor service delivery to ensure interventions align with program goals, funding requirements, and evidence-based practices and are delivered consistent with programmatic intent, expected outcomes, and housing-first principles.
· Maintain and track program outcomes, data reporting, and performance indicators for all housing programs.
· Assist in the collection, analysis, and reporting of client outcome data and ensure reporting requirements are met for HUD and other funding sources.
· Regularly evaluate program operations and develop operational plans to improve service delivery, efficiency, and program effectiveness.
· Research and implement evidence-based practices, including HUD’s models and youth homelessness best practices.
· Remain informed of changes in housing initiatives, policies, and funding requirements related to PSH, YHDP, and other housing programs.
· Ensure that all clients, including youth participants, are treated with dignity and respect and receive the highest quality services available.
· Ensure compliance with all relevant laws, regulations, standards, and best practices governing housing and supportive services.
· Monitor staff performance and ensure program goals and expectations are achieved.
· Provide coaching, feedback, and professional development opportunities to staff.
· Ensure staff maintain accurate documentation and follow program requirements and service protocols.
· Develop and maintain professional relationships with community stakeholders, government leaders, community organizations, and service providers.
· Participate in Continuum of Care (CoC), youth homelessness initiatives, and other community housing coalitions.
· Act as a steward of the organization’s resources and ensure they are used effectively, ethically, and legally.
· Support the organization’s mission and values through responsible leadership and management of housing programs.
· Collaborate with agency leadership and other departments to strengthen program outcomes and service delivery.
· Other duties as assigned.
· Must maintain an active driver’s license, automobile insurance and proper registration on vehicle.
Requirements:Qualifications:
Education:
· Bachelor’s Degree in social services field. Preference given for master’s degree.
Experience:
· Experience providing direct services to those who are unhoused and those with behavioral health diagnoses.
· Experience working within the Continuum of Care system preferred
· Experience with data collection and management outcomes preferred.
· Preference for previous experience supervising or in another leadership role.
Skills & Abilities:
· Excellent communication skills (oral/written). Must be able to articulate in a direct and appropriate manner to a variety of staff, consumers, and service providers.
· Ability to process and manage sensitive information in a confidential and consistent manner.
· Demonstrated ability to interact positively with staff, clients and community partners.
· Must be able work efficiently in a high stress and urgent/demanding environment, while remaining calm and professional and effectively guiding staff to optimal performance.
· Easily and readily adaptable to a changing environment and work priorities.
· Able to set clear expectations, provide appropriate feedback in work performance matters, and hold staff accountable..
· Familiarity with standard office equipment and Microsoft Office software (Word, Excel).
· Must be able to safely perform the essential job functions, with or without reasonable accommodations.

Work Conditions and Considerations:
· This position will be based at the 8th Street location with regular travel in the community including other WBHN buildings and clients’ homes. May require transporation of clients in own vehicle.
· Clearance through the Kansas Children’s Abuse/Neglect Register and criminal background and driver’s record check.
