Regional Assessment Program Evaluator Task Lead

We are seeking a Trans-Regional Assessment Program Evaluator Task Lead to support the USSOCOM J39 program, focused on evaluating the effectiveness of Operations in the Information Environment (OIE) and Psychological Operations (PSYOP) across global theaters.

This is a mission-integrated leadership role at the intersection of social science, data analytics, and SOF operations. You will lead assessment efforts that transform complex data into operationally relevant insights, enabling commanders and decision-makers to evaluate and refine influence activities.

Key Responsibilities
  • Lead and manage a team conducting trans-regional OIE and PSYOP assessments

  • Design and implement program evaluation methodologies to assess messaging and influence effectiveness

  • Collect, analyze, and interpret quantitative and qualitative data across multiple theaters

  • Develop data-driven insights to support operational and command-level decision-making

  • Apply statistical and econometric techniques to evaluate intervention outcomes

  • Integrate AI/ML and NLP tools (e.g., sentiment analysis, entity extraction, categorization) to enhance analysis

  • Collaborate with:

    • Global operational units

    • TSOCs

    • USSOCOM J39 staff elements

  • Ensure all outputs meet quality, analytical rigor, and mission relevance standards

Required Qualifications
  • Active Top Secret clearance with SCI eligibility

  • Minimum of 3 years (within the last 7 years) in a program evaluation role assessing impact of interventions

Desired Qualifications
  • Experience supporting:

    • PSYOP

    • Information Operations (IO)

    • OIE missions (USSOCOM or TSOC experience preferred)

  • Experience (3+ years) assessing communication or messaging interventions related to behavior and attitude change

  • Proficiency with statistical tools such as:

    • R

    • Python

    • SPSS

    • SAS

  • Experience applying:

    • Regression analysis

    • Descriptive and inferential statistics

    • Complex data interpretation

  • Experience (2+ years) with field research and quasi-experimental methods, including:

    • Difference-in-differences analysis

    • Applied econometrics

  • Experience (1+ year) using AI/ML tools, particularly NLP (e.g., sentiment analysis, entity recognition, categorization)

Ideal Candidate Profile
    • Social scientists with operational experience, such as:

      • Behavioral scientists

      • Data scientists supporting IO/PSYOP

      • ORSA analysts with influence or assessment backgrounds

    AND/OR

    • Experience supporting:

      • USSOCOM J39

      • TSOC IO / PSYOP elements

      • Information warfare or influence assessment teams

    Academic + operational hybrid profiles:

    • Master’s or PhD in:

      • Economics

      • Behavioral Science

      • Political Science

      • Data Science / Analytics

    • With demonstrated application in DoD or SOF environments
