Job Summary


The Emergency Management Specialist assists with day-to-day management responsibilities for all services and activities of the Vance County Emergency Management Division, which provides 24-hour service for emergency situations and non-emergency assistance during normal business hours. This individual will assist with all aspects for the County and Emergency Management function for the City and County, and assists with the development and implementation of goals, objectives, policies and priorities for the Vance County Fire Department.

The Emergency Management Specialist performs a variety of technical and administrative support duties with emergency management functions for the County and assists the Fire Chief in overseeing the department. Work includes assisting the Fire Chief with preparation of departmental budget requests, and grant reporting; providing administrative support to advisory boards and emergency management planning committees; preparing a variety of program reports; and working in the emergency operations center during emergencies, assuring agency emergency coordination and public information. Duties are a mix of clerical/administrative support duties like those of departmental administrative support specialists, along with assigned technical and emergency management program responsibilities, including training and planning for response to a variety of types of emergencies and disasters. The employee is on-call to assist in the direction of response to the emergencies in the response center.


Essential Job Functions

· Oversees the day-to-day operations of the County Emergency Management Office, including attendance at required state and federal emergency management workshops, training sessions and county meetings.

· Responds to emergency situations; when the emergency operations center is activated, staffs the center serving as back-up for the Fire Chief in coordinating emergency response activities; writes and issues press releases during emergencies and serves as a liaison with other agencies and the press; directs the EOC in the Fire Chief's absence.

· Rotates 24-hour emergency call with the Fire Marshal in accordance with an established-on call schedule.

· Assists in the development of plans for mitigation, response, and recovery of all types of man-made or natural disasters, including national security, nuclear plant, weather, hazardous material spills, and others.

· Attends meetings of advisory and planning committees; takes minutes and responds to requests for information.

· Conducts briefings for City and County officials during EOC activations and other critical incidents as needed.

· Maintains a current and accurate record of all assigned VIPER subscriber units and works regularly with members of other agencies to ensure their communications needs are addressed.

· Ensures that all Emergency Management related equipment is properly maintained. Either performs maintenance directly or plans to have maintenance performed on a regular basis.

· Works on an ongoing basis to maintain an updated list of all contact information for all agencies and department heads required to ensure connectivity during times of crisis.

· Attends all classes as instructed by the Fire Chief that are necessary for the job.

· Manages all Emergency Management related local, State, and federal grants.

· Maintains strong, positive relationships with other public safety and governmental agencies in Vance County and the City of Henderson.

· Participates in a variety of trainings to obtain and maintain emergency certifications and increase knowledge of emergency response activities.

· Participates in the development and review of standard operating procedures and updates; compiles information and research procedures.

· Compiles information for budget requests; research spending options; prepares purchase orders; grant reporting / writing and other reports; prepares monthly false alarm reports.

· Performs other related duties as assigned.

QUALIFICATIONS

Education and Experience:

Requires high school diploma or equivalent; five (5) years of experience working in the field of public safety with emphasis on Emergency Management and/or considerable experience combining administrative support, emergency response and planning experience; or an equivalent combination of education and experience.

Specific training and certifications in the field of Emergency Management is also preferred.

Licenses or Certifications:

Possession of a valid driver's license.

Special Requirements:

Must possess or have the ability to obtain emergency management certifications as required by the Fire Chief.

Knowledge, Skills, and Abilities:

·Knowledge of federal, state, or local policies, procedures, and regulations pertaining to the various emergency communications and emergency management services involving law enforcement, fire, emergency medical services, and rescue operations.

  • Knowledge of the functions, practices, and procedures of the Sheriff Department, Police Department, multiple fire departments, emergency rescue units, and other law enforcement agencies.

· Knowledge of resources available for emergency management, communications and other emergency services related practices and procedures.

· Knowledge of modern emergency management practices and procedures.

· Skill in planning and organizing work.

· Skill in utilizing such office equipment as a calculator, typewriter, facsimile machine, ands copier.

· Skill in verbal and written communications.

  • Ability to maintain effective working relationships with law enforcement agencies, volunteer fire services, City and County officials, hospitals, schools, and the public.
