Job Overview:

RWJBarnabas Health (RWJBH) is seeking a Senior Vice President, Chief Data and Analytics Officer (“CDAO”) to champion all enterprise-wide data and analytics initiatives in tandem with the broader digital and information technology strategic vision. The CDAO is the senior executive responsible for delivering value from RWJ Barnabas Health data assets and external data ecosystems fostering a data-driven culture across the health system.

The CDAO is responsible for instituting an enterprise operating model that supports digital capabilities and enables analytics delivery across the organization. RWJBH has established a robust data platform, with all data feeds organized into Snowflake, providing a strong foundation for data management. As such, the CDAO is expected to leverage the existing infrastructure and data governance framework to drive additional analytics, visualization, and self-service capability, along with actionable insights for the clinical, technology, and administrative teams at RWJBH. Ultimately, the CDAO will be tasked with elevating the organization’s data utilization efforts to a more proactive approach aimed at harnessing data as a strategic asset.

The CDAO plays a pivotal role as a system-level leader responsible for leading end-to-end data and analytics for the system. As a critical advocate, the CDAO champions the strategic utilization of data driven insights that support the exploitation of tactical business opportunities and improved clinical outcomes.

Qualifications:

The Chief Data and Analytics Officer will be a technology leader with at least 10+ years of broadly based, progressive data management, strategy, platform, engineering, and analytics experience. Proven leadership and management skills are paramount, and the successful candidate must clearly demonstrate the ability to create, lead and execute a vision for an enterprise data and analytics function in a scaled, complex environment.

The CDAO will possess outstanding communication, listening and interpersonal skills; and will be able to quickly establish credibility and rapport with a broad set of executives. The ideal Chief Data and Analytics Officer candidate will have extensive healthcare and/or research-related data analytics management experience, and while hospital experience is not required, the candidate must have strong intellectual curiosity about the industry.

Additional requirements include:

  • A bachelor’s, master’s, or terminal degree in business administration, computer science, data science, information science or related field, or equivalent work experience.
  • Demonstrated business acumen as it relates to healthcare environment and market trends preferred.
  • Ability to set a strategic vision while maintaining focus toward operational and tactical execution.
  • Demonstrated ability to create a more modern approach to analytics and operations.
  • Strong understanding of data governance, data architecture, data science, and data management principles and best practices.
  • Proven experience in developing and implementing successful data strategies that support business objectives.
  • Deep understanding of emerging technologies and industry trends in data management, data science, and analytics.
  • 10 or more years of business experience, ideally in business management, legal, financial or information or IT management — recently at or near the executive level. Broad business experience internally and within healthcare is desired.
  • Five or more years of progressive leadership experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
  • Experience in integrating complex, cross-corporate processes, and information strategies, and/or designing strategic metrics and scorecards.
  • Excellent business acumen and interpersonal skills; able to work across business lines at a senior level to influence and effect change to achieve common goals.
  • Demonstrated leadership; proven track record of leading complex, multidisciplinary talent teams in new endeavors and delivering solutions.
  • The ability to describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT, and quant stakeholders.
  • Demonstrated knowledge of healthcare industry’s business processes and resultant information needs, including risk, HIPAA, Protection of Human Subjects in Clinical Trials, and other regulatory factors relating to information flows.
  • Excellent oral and written communication skills, including the ability to explain digital concepts and technologies to business leaders, and business concepts to technologists. The candidate should be able to “sell” ideas and processes internally at all levels.
  • Demonstrated knowledge of the following is desired: data structure, information systems/tools, related software and data management, enterprise content management, data science in a complex organizational environment.
  • Broad experience desired, in multiple competency areas of data and analytics delivery. Examples are data warehousing, business intelligence (BI), data governance, data architecture, data integration, data classification, data strategy, data quality management, data security and privacy, MDM, data standards, regulatory compliance, and enterprise architecture frameworks.

Essential Functions:

  • Develop and implement a comprehensive data and analytics strategy that aligns with the organization's business objectives and ensures the effective utilization of data assets.
  • Assess and redesign the organizations data and analytics operating model to ensure alignment with RWJBarnabas’ strategic goals and priorities, ideally in a hub-and-spoke, hybrid de/centralized fashion.
  • Utilize the organizations existing technology stack (Snowflake, AWS, Azure, Talend, HVR, Striim, Datadog, Python, UIPath, Olive, Tableau, Informatica) to drive insights and improved clinical outcomes.
  • Drive data/analytics visualization strategy, including the existing Tableau capabilities.
  • Create a data-driven culture, related competencies, and data literacy across the enterprise.
  • Drive the adoption and integration of advanced/predictive/prescriptive analytics techniques. Identify opportunities to leverage AI/ML to optimize processes, predict outcomes, and drive innovation.
  • Establish the vision for managing data as a business asset — to exploit data using research and analytics to maximize the return on data assets.
  • Lead research, strategy creation and development of new data products or services to expand markets, monetize data (directly and indirectly) and grow company revenue.
  • Leverage data analytics for Population Health to advance more sophisticated risk-based contracting models.
  • Stay abreast of emerging technologies, industry trends, and best practices in data management and analytics, continuous improvement and innovaiton.
  • Develop and manage a high-performing data and analytics team, providing guidance, coaching, and mentoring to ensure their success. Recruit, develop, and lead a high-performing data science team with diverse skill sets in statistics, computer science, mathematics, and domain expertise.
  • Partner with key leaders and executives to realize the vision for leveraging data as an enterprise asset through research and analytics.
  • Demonstrated track record of developing significant analytics capabilities that drive innovation and insights to an organization at scale.
  • Ensure consistent application and use of analytics. Ensure the governance of data and algorithms used for analysis, analytical applications and automated decision making.
  • Describe business use cases/outcomes, data sources and management concepts, and analytical approaches/options. The ability to translate among the languages used by executive, business, IT, and quant stakeholders.

Regulatory and Governance Accountabilities

  • Lead regulatory and compliance programs related to data and analytics assets.
    • Act as the corporate representative to regulators, and represent the enterprise to customers, suppliers, and external bodies in the development of industry data and analytics standards.
    • Ensure that appropriate audit controls exist for data and analytics that serve as the source material for regulatory reports and auditing.
  • Organize and lead a data and analytics governance council to provide executive sponsorship for and oversight of governance policy creation and compliance.
    • Participate in the following governance domains: business strategy and planning, management and financial reporting, enterprise architecture, IT strategy and planning, risk and compliance, and marketing strategy and planning.
    • Define, manage, and advance enterprise information management principles, policies and programs for stewardship, advocacy and custodianship of data and analytics.
  • Ensure the timely execution of independent audits, as appropriate.

Management and Operational Accountabilities

  • Develop, manage, allocate and govern the annual budget for the office of the CDAO.
  • Organize and lead a data and analytics center of excellence, and constantly improve and modernize the health system’s capacity to develop insights with advanced analytics. Define members’ responsibilities and accountabilities for both.
  • Lead the development, publishing, and maintenance of the health system’s information architecture, as well as a roadmap for its future development, ensuring that it matches and supports business needs.
  • Oversee the integration and staging of data, and the development and maintenance of the data lakes, data warehouse and data marts, for use by analysts throughout the organization.
