Responsible Individual

Personal profile:

A strong leader with extensive experience of services regulated with CIW.

Ensuring legal requirements of the CIW Responsible Individual are met and
advising statutory directors of areas of improvements as required.


Previous experience overseeing services in Wales required.


A strong understanding of RISCA, CIW methodology and requirements under
Social Care Wales.


Reside in Wales


Successful appointment as Responsible Individual with CIW (within 4 months
of start)


Willingness to Learn Welsh as per Active offer - Welsh language
requirements.


Key Responsibilities :

Being the first point of contact for the Regulator and to develop effective and
positive working relationships with all relevant stakeholders.


Overseeing the Management of services, including the appointment of a
suitable Manager.


Setting and reviewing organisational KPIs.


Ensuring the service is safe, well run and complies with RISCA Regulations


Completing Quarterly visits to each service to undertake Regulation 73 Visits/
complete Regulation 73 report.


Ensuring an effective oversight of the service including the adequacy of
resources including - Staff turn over - Sickness - Complaints - Systems to
record Safeguardings, Incidents and accidents, complaints and
Inspections/audits.


Reviewing and driving continuous improvement of the services


Promoting a culture of openness and accountability in line with the Duty of
Candour.


Collaborative working to ensure that Policies and Procedures are up to date,
consistent with the Statement of purpose and relevant Legislation.


Ensuring that there are clear lines of accountability for the Registered
Manager and delegation of responsibility between the Responsible Individual
and Registered Manager.


Ensuring the service is responsible and proactive in identifying and mitigating
risks, and supporting positive risk-taking to promote independence where it is
appropriate to do so.

Establishing and monitoring quality assurance and internal review processes
to provide assurance that the service operates to the legal requirements.


Maintain financial oversight and investment to ensure sustainability to ensure
individuals are supported to achieve personal outcomes protected from the
risk of unplanned change/ concerns over service provision.

Oversight and review of Regulation 60 notifications which are completed in
regard to the service, monitoring events and occurrences to ensure that all
notifications are made as required.


Work collaboratively with Managers/ Settings to ensure that Annual Returns
are completed as per Regulation 81 of RISCA.


Lead and maintain effective communication with company directors to
communicate need and aid service provision and development

No services to have priority actions with the number of recommendations
Limited.

Duties and specific responsibilities :

Updating Statement of Purpose - Updating CIW of proposed changes 28 days
prior to commencing.


Submit Regulation 60 Notifications as per Responsible individual access to
CIW portal - Manager/ RI absence, Manager Appointments and SOP
updates.


Underpinning the Service approach to that of the Social Services and
Wellbeing act 2014


Ensuring the completion and updating of the service Regulation 80 Quality of
Care report ensuring this meets the criteria as stipulated within RISCA.


Work with the Quality Business Partner to ensure that action plan schedule
and relevant action plans are completed and fulfilled accordingly.


Embed a culture of sharing best practice across all settings in Wales, this
includes but is not limited to - Internal audits, CIW inspections, Local Authority
audits.


Create and deliver face-to-face and remote training sessions.


Travel and overnight stay are expected with this role as required.
