Job Description

Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a Data Analyst (Senior) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).

Essential Duties & Job Functions:

  • Lead Acquisition Demonstration (AcqDemo) transition support efforts for SEA 05, ensuring compliance with Federal Register guidance, DOD Civilian Acquisition Workforce Personnel Demonstration Project Operating Procedures, and NAVSEA workforce requirements.
  • Manage Position Requirement Document (PRD) standardization efforts, including classification reviews, conversion of position descriptions, and development of standardized Major Duties and Knowledge, Skills, and Abilities (KSAs) across SEA 05 organizations.
  • Support workforce classification analysis and PRD development by coordinating with Subject Matter Experts (SMEs), leadership, and organizational stakeholders to align staffing structures and position requirements.
  • Oversee Compensation Management Spreadsheet (CMS), CAS2Net, and Contribution-based Compensation and Appraisal System (CCAS) data validation, reporting, and administration to support workforce transitions and compensation planning.
  • Provide subject matter expertise for CAS2Net, CCAS, pay pool administration, contribution planning, and workforce movement tracking across SEA 05 organizations.
  • Assist SEA 05 leadership with formulation and management of pay pools and sub-pay pool structures, including recommendations, approvals, and documentation required for successful execution.
  • Support development and implementation of Acq Demo communication plans, workforce transition strategies, brown bag sessions, employee training events, and leadership briefings.
  • Develop training materials and provide hands-on instruction for employees and supervisors related to contribution planning, self-assessment writing, pay pool tabletops, supervisory training, and Acq Demo policy execution.
  • Provide direct guidance and train-the-trainer support for Government personnel responsible for administering CAS2Net and CCAS processes across SEA 05.
  • Track employee movement and workforce transition actions using the Acq Demo Employee Movement Matrix and related workforce management tools to identify personnel requiring special action or additional support.
  • Ensure compliance with DOD, DON, and NAVSEA workforce modernization initiatives while supporting successful execution of enterprise-wide Acq Demo implementation efforts.
  • Perform related duties as assigned.

Job Requirements (Education, Experience, Professional Associations)

Education

  • Applicants must meet one of the following minimum qualifications:
  • Highschool diploma or GED and twenty (20) years of relevant experience in data science, tool development, or a related functional area; OR
  • Bachelor’s degree in a relevant field and fifteen (15) years of relevant experience in data science, tool development, or a related functional area; OR
  • Master’s degree in a relevant field and ten (10) years of relevant experience in data science, tool development, or a related functional area.

Preferred Experience

  • Experience managing complex funding transactions for a Directorate.
  • Experience reviewing and approving related purchase requests and orders.
  • Experience overseeing and managing contracts for assigned groups.
  • Experience providing contract advice and resolving contract disputes.
  • Experience providing cradle-to-grave oversight of contracts until contract closeout.

Clearance

  • Must be a United States Citizen
