Senior Environmental Project Manager (PM III)

Location: Midland, Texas
Employment Type: Full-Time
Salary Range: $90,000 – $120,000 annually (DOE)

Position Overview

Earth Systems is seeking a Senior Environmental Project Manager (PM III) to lead environmental remediation, compliance, and site investigation projects across the Midland, Texas region. This role requires strong leadership, client management, financial ownership, and field oversight across complex environmental projects.

The Senior Environmental Project Manager is responsible for managing projects from proposal through closeout, including budgeting, staffing, regulatory compliance, subcontractor oversight, and client satisfaction. This position serves as a senior leader within the Midland operations team and supports commercial, industrial, oil & gas, and energy-sector clients throughout Texas and surrounding regions.

This role is ideal for an experienced environmental consulting professional who can independently manage high-value projects, lead teams, and drive operational success while maintaining strong regulatory and client relationships.

Key ResponsibilitiesProject Leadership & Execution
  • Lead Phase I and Phase II Environmental Site Assessments (ESAs)
  • Oversee soil, groundwater, vapor intrusion, and site investigation programs
  • Manage remediation projects including excavation oversight, UST investigations/closures, corrective action implementation, and remediation system operations
  • Support spill response coordination and environmental compliance projects
  • Direct technical report preparation, work plans, proposals, and regulatory submittals
  • Ensure project execution aligns with scope, schedule, budget, and client expectations
Regulatory & Compliance Management
  • Manage projects involving TCEQ, EPA, RRC, OSHA, and applicable federal and state regulations
  • Oversee compliance related to RCRA, CERCLA, SPCC, SWPPP, USTs, remediation programs, and environmental permitting
  • Maintain regulatory integrity and ensure complete project documentation
  • Coordinate with Health & Safety teams to support field compliance and risk management
Financial & Operational Management
  • Develop scopes of work, proposals, and project cost estimates
  • Own project budgets, labor utilization, subcontractor costs, forecasting, and profitability
  • Review invoicing and ensure strong project financial performance
  • Manage project schedules, staffing plans, and operational priorities
  • Support office leadership with revenue growth and project pipeline development
Field Oversight & Safety Leadership
  • Conduct field visits and provide senior oversight across active project sites
  • Ensure compliance with OSHA, HAZWOPER, DOT, and company Health & Safety standards
  • Lead Job Hazard Analyses (JHAs), safety planning, and incident prevention efforts
  • Provide technical guidance and leadership to field teams and junior project staff
Client Development & Team Leadership
  • Serve as a primary client contact and maintain strong client relationships
  • Support business development and identify opportunities for repeat and new business
  • Coordinate with environmental scientists, engineers, construction managers, and subcontractors
  • Mentor junior PMs, scientists, and field staff while supporting team development
  • Contribute to office growth, leadership initiatives, and operational excellence
Minimum Qualifications
  • Bachelor’s degree in Environmental Science, Environmental Engineering, Geology, or related field
  • 7–10+ years of environmental consulting, remediation, or environmental project management experience
  • Strong experience managing environmental remediation projects and regulatory compliance programs
  • Proven success managing project budgets, profitability, invoicing, and forecasting
  • Strong technical writing, reporting, and client communication skills
  • Valid driver’s license with acceptable driving record
  • Ability to travel regionally as needed
Additional Qualifications Preferred
  • OSHA 40-Hour HAZWOPER (current)
  • Professional Engineer (PE), Professional Geologist (PG), or equivalent licensure strongly preferred
  • Experience working with TCEQ, RRC, EPA, and multi-state regulatory programs
  • Experience with UST investigations, groundwater remediation, remediation systems, and corrective action programs
  • Oil & Gas environmental consulting experience strongly preferred
  • Experience leading multi-site projects and mentoring technical teams
Work Environment & Physical Requirements

This position includes both office and field work. Field activities may involve walking uneven terrain, lifting up to 50 pounds, working outdoors in varying weather conditions, and exposure to active remediation and industrial job sites.

Travel throughout Texas and surrounding states may be required based on project demands.

Regular coordination with Midland operations and leadership teams is expected.
