POSITION TITLE: Building Maintenance and Cleaning Technician

W-H Class: Non-Exempt

REPORTS TO: Senior Maintenance Manager

HRS/WK: 40 Hours/ Weekly (NTE 9 months)

DEPARTMENT: Maintenance

The Building Maintenance and Cleaning Technician is responsible for maintaining the cleanliness, safety, functionality, and professional appearance of administrative offices, annexes, and facilities operated by the Housing Authority of Paducah (HAP).

This position is a hybrid role that combines routine and specialized custodial services with light building maintenance and preventative facility support, ensuring all office environments remain clean, orderly, safe, and inspection ready.

This role expands upon a traditional Office Cleaner position by incorporating limited maintenance functions that support day-to-day building operations while remaining within the scope of non-skilled maintenance activities. All work is performed in accordance with HAP policies, safety standards, and applicable federal, state, and local requirements.

ESSENTIAL DUTIES:

The duties listed below represent the primary responsibilities of the position. Other duties may be assigned based on operational needs.

A. Cleaning and Custodial Functions

• Adhere to all HAP policies and procedures, including but not limited to code of conduct, confidentiality, safety, and health regulations.

• Use appropriate personal protective equipment (PPE) and follow established safety procedures when handling cleaning chemicals, tools, and equipment.

• Perform routine custodial tasks, including dusting, sweeping, vacuuming, mopping, and cleaning vents, high surfaces, and fixtures.

• Clean and sanitize restrooms, breakrooms, kitchenettes, hallways, conference rooms, offices, and common areas.

• Clean appliances such as refrigerators, microwaves, stoves, and similar equipment.

• Empty trash and recycling receptacles and dispose of materials in accordance with agency procedures.

• Collect, separate, and prepare recyclable materials for scheduled pickup.

• Stock and maintain janitorial supply rooms, including consumables such as soap, paper towels, and tissue.

• Perform periodic deep-cleaning and special cleaning projects as assigned.

• Maintain cleaning logs and document routine cleaning and inspections.

• Monitor cleaning supply inventory and notify management of low stock levels.

• Clean HAP administrative and support facilities, including but not limited to the HRC, Board Room, Nursing Building, annex offices, and community rooms.

• Operate HAP-assigned vehicles to travel between agency locations as required.

B. Light Maintenance and Facility Support Functions

• Perform general, non-skilled maintenance tasks within office buildings and facilities.

• Conduct interior painting of walls, doors, trim, and similar surfaces as assigned.

• Strip, wax, and maintain hard-surface flooring in accordance with established procedures and safety guidelines.

• Replace light bulbs, air filters, and other minor fixtures as directed.

• Assist with basic preventative maintenance tasks under the direction of maintenance leadership.

• Identify, document, and promptly report building deficiencies, safety hazards, or repair needs to appropriate staff.

• Provide limited support to maintenance staff with basic facility-related tasks.

• Maintain tools, equipment, and work areas in a clean, organized, and safe condition.

C. General Responsibilities

• Comply with all applicable health, safety, and environmental regulations, including proper handling, storage, and disposal of chemicals in accordance with Safety Data Sheets (SDS).

• Work independently with minimal supervision while meeting productivity and quality expectations.

• Maintain professionalism when interacting with staff, residents, contractors, and visitors.

• Perform other duties as assigned to support departmental and agency operations.

Requirements:

REQUIRED QUALIFICATIONS AND COMPETENCIES:

  • High school diploma or GED required.
  • Valid driver’s license with the ability to operate agency vehicles.
  • Ability to successfully pass required background checks and drug screenings.
  • Prior experience in custodial services, facilities support, or general maintenance preferred.
  • Working knowledge of cleaning chemicals, supplies, and proper usage.
  • Basic understanding of building maintenance and preventative upkeep practices.
  • Ability to read, understand, and follow written instructions, safety guidelines, and procedures.
  • Familiarity with Safety Data Sheets (SDS) and workplace safety standards.
  • Dependable, punctual, detail-oriented, and trustworthy.
  • Ability to perform assigned duties with minimal supervision.
  • Demonstrated awareness of workplace safety principles.

PHYSICAL AND WORKING CONDITIONS:

  • Ability to stand, walk, bend, stoop, kneel, and reach for extended periods.
  • Ability to lift, carry, and move moderate weights consistent with cleaning and maintenance tasks.
  • Ability to safely operate cleaning equipment, hand tools, and light maintenance equipment.
  • Regular exposure to cleaning chemicals, dust, and varied indoor environments.
