Salary: $70,000 - $80,000

POSITION SUMMARY
The Program Manager – Employment & Training is responsible for the strategic and operational leadership of the SNAP E&T Job Placement and TANF Workforce, CEDA Weatherization and Utility Assistance Programs. This role oversees program planning, implementation, compliance, evaluation, and continuous quality improvement to ensure successful participant outcomes and alignment with funding requirements. The Program Manager works collaboratively across departments, with funders, and community partners to drive workforce outcomes that improve economic mobility for under-resourced communities.
CORE RESPONSIBILITIES & ESSENTIAL DUTIES
Key responsibilities include but are not limited to:
Program Leadership & Compliance
  • Lead the daily operations of SNAP E&T, TANF workforce, and CEDA programs in alignment with funder contract expectations and internal organizational policies and goals.
  • Ensure program activities meet or exceed contract scopes, deliverables, and timelines.
  • Conduct and coordinate all required program site visits, audits, and compliance reviews.
  • Maintain accurate documentation and records per state and federal guidelines.
Staff Supervision & Development
  • Supervise program staff and volunteers, ensuring effective onboarding, training, and performance development.
  • Create staff schedules aligned with participant service needs and FCRC office coordination.
  • Provide coaching and conduct regular performance evaluations.
Participant Services & Outcomes
  • Oversee eligibility, intake, orientation, case management, job readiness training, placement, and retention support.
  • Identify, secure, and maintain both subsidized and unsubsidized employment placement sites.
  • Ensure participant progress is documented accurately and case notes are up to date.
Reporting & Data-Driven Performance Management
  • Submit timely and accurate Periodic Performance Reports (PPRs) and monthly internal dashboards.
  • Track key performance indicators (KPIs) including but not limited to:
    • % of participants placed in employment
    • % of participants retaining employment at 30, 60, and 90 days
    • Number of new employer partnerships developed
    • Participant satisfaction and engagement metrics
    • % compliance with DHS and organizational documentation standards
    • Number and accuracy of CEDA appointments and successful applications
  • Use data to assess trends, identify gaps, and implement program improvements.
Stakeholder & Community Engagement
  • Represent TCA Health, Inc. in local and state-level workforce initiatives, coalitions, and meetings.
  • Develop strategic partnerships with employers, training providers, and community-based organizations.
  • Collaborate with internal departments to align workforce efforts with broader population health strategies.
Quality Improvement & Risk Management
  • Participate in risk, compliance, and quality assurance committees.
  • Monitor and improve service delivery using participant feedback and outcomes data.
  • Lead corrective action planning as required by funders or internal review processes.
Other Duties
  • Perform other job-related duties as assigned.
SUPERVISORY RESPONSIBILITIES
  • Direct supervision of SNAP E&T, TANF, CEDA staff, including volunteers.
  • Responsible for hiring, coaching, performance evaluation, and corrective action in accordance with HR policies.
QUALIFICATIONS
Required Education & Experience
  • Bachelor's degree in Social Services, Public Administration, Human Resources, Business, or related field.
  • Minimum 3 years' experience in workforce development, case management, or employment services.
  • Experience managing federal or state workforce programs (SNAP E&T, TANF, WIOA, CEDA etc.) strongly preferred.
  • Demonstrated success in staff supervision and performance management.
Preferred Qualifications
  • Knowledge of FQHCs or community health environments.
  • Prior experience supporting “hard-to-employ” or marginalized populations.
  • Bilingual English/Spanish a plus.

WORKING CONDITIONS
  • Typical office environment with travel to partner sites, job placement locations, and state agency meetings.
  • Must have access to reliable transportation and valid driver's license.
PHYSICAL REQUIREMENTS
  • Ability to lift up to 25 lbs., stand or walk for extended periods, and conduct visits in community settings.
  • Reasonable accommodations will be made as needed.
