Job Purpose:

With limited supervision, the HSE Manager will travel throughout the United States performing onsite audits, provide educational courses, and ensure compliance with all regulations issued by Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), and other government agencies, as well as Company policies. This individual will be building relationships with field workers and other management staff to promote a positive, proactive safety culture. This person must be a self-starting, creative individual with strong communication skills, a high level of integrity, and self-discipline who can manage their own schedule responsibly and help create their own position at Phoenix.

Description of Essential Duties:

  • Travel nationwide, or internationally as needed, 70%-90% of the time.
  • Conduct jobsite audits and inspections on active Phoenix projects to identify compliance issues as well as assist project teams and operations in hazard recognition and risk mitigation strategies, as needed.
  • Assist in the oversight and implementation of corporate HSE programs to ensure consistency with industry standard practices, as well as customer and client requirements.
  • Evaluate the effectiveness of HSE systems and make recommendations that will improve the company safety performance and/or compliance.
  • Train, coach, and educate all levels of staff and employees, including new hire training and onboarding, and job site and fabrication shop needs.
  • Assist in the creation and implementation of HSE programs that best fit Phoenix and meet regulatory requirements.
  • Lead, perform and/or assist with incident investigations, root case analysis, and development of lessons learned.
  • Help manage company safety inventory, as well as ensure the PPE and other safety related needs of projects are supported.
  • Assist in the review and interpretation of contracts as they relate to safety and the performance of work.
  • Remain up to date on state and federal workplace HSE regulations.
  • Willingness to obtain professional development through education.
  • Represent Phoenix in meetings with government agencies and customers professionally.
  • Maintain and active role in the management Environmental Protection Programs for shops, facilities, and project sites.
  • Assist in the management of the company Substance Abuse Program, and Workers' Compensation issues.
  • Interface with clients, customers, and government entities as company liaison on all health, safety, and environmental matters.
  • Other duties as assigned.

Qualification Requirements:

  • High school graduate, GED or equivalent with CHST certification and a minimum of three (3) years Construction, Heavy Industrial or Civil, or Manufacturing experience OR a college degree in HSE related field with CSP, ASP or CHST certification with a minimum of one (1) year in Construction, Heavy Industrial or Civil, or Manufacturing experience, is preferred.
  • Strong Communication and Teamwork Skills.
  • Passion toward your career in HSE and the construction industry.
  • Knowledge of HSE (OSHA , EPA, and other regulatory agency) regulations and capability of interpreting and applying them.
  • Strong leadership traits and motivation to follow through with your work.
  • Integrity and being able to exercise independent professional judgment to make decisions.
  • Demonstrate self-initiating/self-starting behavior and maintain a positive proactive attitude.
  • The ability to work a flexible schedule and respond to any safety issues at any time.
  • Well-developed interpersonal skills and the ability to communicate effectively with all levels of the organization.
  • Working knowledge of MS Office Suites, including Word, Excel, Outlook, and PowerPoint.
  • Have a sense of urgency and capability to be on your feet for long periods of time.
  • Ability to climb a vertical ladder up to 200 ft.
  • Ability to work in outdoor weather and construction conditions.
  • Ability to lift, push, or pull up to 50 lbs.

While in the office, sedentary positions require extended periods of sitting at a desk and working on a computer. Talking, hearing, and repetitive motions are required. Constantly and repeatedly use of keyboard/mouse.

While out in the field, frequently required to talk and/or hear, and/or use hands and fingers to handle or touch objects, tools, or controls. Frequently required to stand, and/or walk, stoop, kneel, crouch, or crawl. Must lift and/or move and/or pull up to 50 pounds of equipment, material and/or tools which may include lifting 50 pounds above shoulders. Must also be capable of climbing upwards of 200 feet in the air. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, color vision, and the ability to adjust focus.

While in the office, clean and climate-controlled office environment.

While out in the field, potentially exposed to fumes, airborne particles, dust, non-weather heat, and toxic or caustic chemicals. Regularly exposed to outdoor weather conditions. The noise level is usually moderate but may be loud at certain times. Extensive work-related travel. Must be available during traditional and non-traditional hours (40 plus per week) to complete assigned tasks according to job requirements.
