Job Summary:
Paligen Technologies is seeking a talented and experienced Contracts Manager to join our defense business. The Contracts Manager will be responsible for managing complex contracts and agreements, ensuring compliance with government regulations and company policies. The ideal candidate will have extensive experience in contract administration within the defense sector, strong knowledge of FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement), and exceptional negotiation and communication skills.
Key Responsibilities:
  • Contract Management: Manage the full lifecycle of contracts, including drafting, negotiation, administration, and closeout, in accordance with government regulations and company policies.
  • Compliance: Ensure compliance with FAR, DFARS, ITAR (International Traffic in Arms Regulations), and other government regulations throughout the contract lifecycle.
  • Risk Management: Identify and mitigate contractual risks, including financial, legal, and performance risks, through proactive contract management and risk assessment.
  • Negotiation: Lead contract negotiations with customers to achieve favorable terms and conditions while balancing business objectives and risk mitigation.
  • Change Management: Manage contract modifications and change orders, including scope changes, pricing adjustments, and contract amendments, in coordination with internal and external stakeholders.
  • Contract Reporting: Prepare and submit contract-related reports and deliverables, including progress reports, financial reports, and compliance certifications, as required by customers and regulatory agencies.
  • Relationship Management: Build and maintain strong relationships with customers and internal stakeholders, such as Programs team, to facilitate effective communication and collaboration throughout the contract lifecycle.
  • Document Management: Maintain accurate and organized contract files and documentation, including correspondence, amendments, and approvals, to ensure audit readiness and compliance.
  • Continuous Improvement: Identify opportunities for process improvements and efficiencies in contract administration processes, tools, and systems to enhance productivity and effectiveness.
  • Support implementation of ERP systems as needed.
  • Act with integrity, work collaboratively, meet commitments, and apply continual improvement methodologies in all work.
  • Other projects assigned and directed by Leadership.
Qualifications:
  • Bachelor’s degree in business administration, Contract Management, Legal Studies, or related field; Master's degree preferred.
  • Minimum of 6 years of experience in contract administration, with at least 3 years of experience in the defense industry.
  • Thorough understanding of government contracting principles, regulations, and compliance requirements, including FAR and DFARS.
  • Strong negotiation, communication, and interpersonal skills, with the ability to effectively interact with internal and external stakeholders at all levels.
  • Proficiency in contract management software and tools, such as Contract Lifecycle Management (CLM) systems and electronic procurement platforms.
  • Detail-oriented with excellent organizational and analytical skills, capable of managing multiple contracts and priorities simultaneously.
  • Professional certifications, such as Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM), are a plus.
  • Excellent communication and interpersonal skills, with the ability to effectively collaborate with internal stakeholders and customers.
  • Excel, Power Point, Project and MRP/ERP system experience required.
  • Must be authorized to work in the US.
  • Experience with commercial contracts a plus
Other Requirements:
  • Travel: 25%, possibly to support other locations with occasional travel to manufacturing sites or customers.
  • Work Environment: Office work environment.
  • Background Investigation / Drug Screen / US Person: Required.
