JobSummary:
The Telecom Network Professional is responsible for deliveringdesign engineering, project planning, and project execution for theTelecommunications Transport Network. This includes inside‑plant andoutside‑plant infrastructure, signaling and communication systems,communication protocols, and the development and maintenance of all relatedengineering and operational records. Additional responsibilities may beassigned as needed.
JobDuties and Responsibilities:
• Provide telecommunications engineeringservices for new power delivery and power generation sites on a project‑by‑projectbasis. These include office buildings, operations centers, power plants,substation control houses, telecom shelters, microwave radio shelters, outdoorequipment cabinets, and other facilities connected through various types offiber‑optic cable and digital microwave links.
• Design, plan, and execute the deployment ofCiena packet switching network devices to remote sites in support of powerdelivery and IT initiatives. This includes installing and configuring Ciena3926 and 5160 platforms, working with Ciena MCP (Navigator), and setting upLSPs and pseudowire circuits.
• Perform project scoping, cost estimating,engineering design, and execution for new OPGW, ADSS, and underground fiber‑opticcable installations.
• Design and implement new packet transportsystems and support existing time‑division multiplexed (TDM)communication systems across fiber‑optic and digital microwave networks,ensuring solutions meet current and future service requirements.
• Collaborate with a wide range of internalstakeholders, including Transmission, Relay Design, Grid Operations,Generation, Facilities, and IT.
• Plan, develop, and deliver detailedengineering packages that guide field technicians through the installation,testing, and commissioning of fiber‑optic cable infrastructure,communication systems, and telecom services.
• Plan and implement infrastructure and systemchanges following established change‑management procedures, create detailedwork instructions, and coordinate necessary outage clearances with relevantgroups.
• Create and maintain GIS data, hardwareinventories, system designs, and service provisioning records within theTelecom operational support system, Connect Master.
• Adhere to Telecom Engineering design standardsand proactively identify opportunities for improvement, ensuring compliancewith key references such as the National Electrical Code (NEC), NationalElectrical Safety Code (NESC), Telcordia standards, and industry bestpractices.
• Work closely with engineers and technicians todevelop optimal technical solutions within the scope of each project,identifying cross‑system relationships, shareddependencies, and potential impacts beyond the immediate design.
Qualifications(Knowledge, Skills and Abilities):
Basicor Minimum Requirements
• Bachelor's Degree in Electrical or ElectronicEngineering, Electrical or Electronic Engineering Technology, a related NetworkingEngineering/Information Technology) required;
• Ten or more years' experience related to jobduties;
• Strong analytical and problem-solvingabilities for network design and optimization;
• Experience creating:
o Bill ofMaterials (BOM)
o Engineeringdesign packages
o Constructiondrawings
o "As built"documentation
• Ability to manage multiple projects and meetdeadlines;
• Understanding project lifecycle from design toimplementation;
• Skilled in technical reporting, documentation,and client presentations;
• Strong communication skills forworking with cross‑functional teams;
• Ability to collaborate withconstruction, field engineers, and vendors;
Attention to detail and accuracy inengineering documentation;
• Ability to adapt to evolving telecomtechnologies (5G, IoT, fiber expansion, etc.);
• Candidate must reside within commutingdistance to Little Rock prior to starting employment;
• Must have a high degree of computer literacy.

WorkingConditions:
• Work is conducted in an office environment(Private or Semi-Private Office) and requires occasional travel to off-sitework locations (work may be primarily completed remotely).
• Field duties require outdoor work in a plant orconstruction atmosphere
• Interaction with other team members, as well assupervisors and client personnel
• Working plant, construction, and/or shop areasaround production machinery with extreme noise levels
• Must be able to wear safety equipment asrequired by the safety department for personal protection
• May be at more than one job site in a day andmust be able to tolerate climate changes
• May be required to travel out of town on aperiodic basis.
