Overview
Intelligent Waves is seeking an Exploitation Analyst to support the U.S. Navy in conducting operational test and evaluation of cyber capabilities. The Exploitation Analyst will develop and coordinate detailed test plans executed by red team or partner organizations supporting cyber OT&E events.
Serving as a subject matter expert in cyberspace operations, the Exploitation Analyst will leverage system documentation, intelligence sources, and technical analysis to identify system access points and critical components, enabling the development of effective cyber test objectives. These objectives are carried out by supporting red team elements during evaluation events.
This role will also identify capability gaps, review cyber test requirements for systems under evaluation, and collaborate with DoD organizations, academia, the private sector, and defense contractors to research and coordinate cyber capabilities and tools necessary to meet mission test requirements.

Travel: Up to 10%, reimbursed per IW policy, GSA Per Diem, and DoD JTR

Responsibilities
- Serve as an OPTEVFOR 01D Exploitation Analyst supporting cyber survivability policy oversight for warfare divisions while following OPTEVFOR Cyber OT&E CONOPS, SOPs, policies, and guidance.
- Support sustainment and updates of the OPTEVFOR Cyber Survivability Test Planning course.
- Attend required OPTEVFOR meetings in support of OT&E and promptly inform the 01D Future Operations Officer of issues or challenges requiring resolution.
- Maintain and assist in developing 01D SOPs and OPTEVFOR cyber test planning documentation, including participation in the CCB process.
- Support the Future Operations Officer in determining overall cyber OT&E strategy and scope for acquisition programs.
- Assist with reviewing TEMP, Integrated Evaluation Framework (IEF), test plans, and other OT&E documentation to ensure alignment with OPTEVFOR policies and adequate cyber test strategies.
- Support program-specific and non-program T&E Integrated Product Teams (IPTs), cyber tabletop exercises, technical exchange meetings, and other required events.
- Develop cyber survivability test plans using OPTEVFOR Cyber OT&E procedures and templates.
- Coordinate with warfare divisions and red teams to ensure test objectives, data collection requirements, and cyber test capabilities are clearly defined, resourced, and integrated before plan approval.
- Attend test planning visits supporting cyber OT&E planning.
- Lead preparation and execution of cyber OT&E events, including:
Participating in site pre-test coordination visits and delivering site in-briefs
Conducting pre-execution briefs to 01D leadership
Preparing required data libraries and coordinating delivery to the test site
Ensuring all JFHQ-DODIN and Navy Cyber Defense Operations Command deconfliction requirements are met
- Coordinate with OTD, site personnel, program SMEs, and red teams during test execution.
- Ensure tests are conducted safely and in accordance with OPTEVFOR policies and JFHQ-DODIN procedures.
- Verify collected data for accuracy and completeness, conduct daily hotwash meetings, and submit summary reports to OTD and 01D leadership.
- Ensure all test objectives are completed.
- Support the Future Operations Officer in ensuring traceability between test objectives, collected data, and final deliverables.
- Coordinate with the OTD to schedule post-test meetings.
- Participate in post-test processes including data uploads, scoring boards, 01D Review Board, CEWG, SERB, and E-SERB.
- Lead development of final report products, including the Data Analysis Summary and Results Enclosure, and review Blue and Gold Sheets prepared by Red Team Operators to ensure technical accuracy and compliance with OPTEVFOR Cyber OT&E procedures.
Qualifications
Education or Experience
Bachelors degree in Computer Science, Cybersecurity, or a related technical field
OR minimum 5 years of experience in DoD defensive or offensive cyberspace operations planning or exploitation analysis
Technical Skills
Ability to analyze and decompose complex computer systems and network configurations to support system exploitation analysis
Software Proficiency
Proficiency with Microsoft Office Suite, including Excel, PowerPoint, Visio, Project, and Teams or similar collaboration and videoconferencing tools
Quality Assurance
Ability to perform detail-oriented quality assurance and quality control (QA/QC) prior to delivery of products to government stakeholders
Communication
Strong written and verbal communication skills with the ability to brief senior leadership (O6/GS-15 or higher)
