As part of our ongoing growth and expansion, Lynker is seeking a sharp Federal Contracts & Compliance Manager, with a keen eye for detail, to join our growing team.
Responsibilities
The Federal Contracts & Compliance Manager will own and manage federal contract administration and regulatory compliance, including GSA Schedule management, FAR/GSAM interpretation, protests, audits, and contractual risk advisory. This role is the authoritative internal resource on federal contracting rules and enforcement exposure.
Duties of the Federal Contracts & Compliance Manager will include the following:
Federal Contracts & GSA Schedule Management
- Serve as owner of the organization’s GSA Multiple Award Schedule (MAS) contract(s).
- Manage and oversee:
- Contract modifications (pricing, SINs, terms)
- Option renewals and mass modifications
- Schedule scope determinations and ordering guidance
- Ensure compliance with GSA sales reporting, IFF, disclosures, and administrative requirements.
- Support Contractor Assessment Visits (IOAs), audits, and contracting officer inquiries.
Compliance & Regulatory Advisory (FAR / GSAM / Agency Supplements)
- Interpret and apply:
- FAR
- GSAM
- Applicable agency acquisition supplements
- Advise leadership and program teams on:
- Contract rights and obligations
- Regulatory risk
- Compliance posture
- Develop and maintain internal compliance guidance, policies, and templates.
Legal, Audit & Protest Support
- Provide internal legal and procedural support for:
- Agency-level protests
- GAO bid protests
- Corrective action engagements
- Assist with drafting, coordinating, and reviewing:
- Protest filings and supplemental submissions
- Agency responses and correspondence
- Status reports and declarations
- Support contract claims, disputes, and interpretation matters under the Contract Disputes Act (CDA), including REAs.
- Serve as the internal point of contact and coordinator for outside counsel.
Ethics, Integrity & Risk
- Advise on:
- Organizational Conflicts of Interest (OCI)
- Procurement integrity issues
- Certifications and representations
- Support internal inquiries, disclosures, and corrective actions related to compliance issues.
Pre-Award & Proposal Support
- Review solicitations for contractual and regulatory compliance.
- Ensure proposed approaches align with:
- GSA Schedule scope
- FAR/GSAM requirements
- Support debrief analysis and protest risk assessments.
Scope Clarification (Recommended)
Provides legal and regulatory support and coordination related to federal contracting activities but does not render formal legal opinions or act as outside legal counsel.
Qualifications
The Ideal Federal Contracts & Compliance Manager will have the following:
- Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field
- 6+ years of experience supporting federal contracts, compliance, or government procurement
Demonstrated experience with:
- GSA Multiple Award Schedule (MAS) administration
- Contract modifications, renewals, and CO engagement
Working knowledge of:
- FAR and GSAM
- Federal acquisition processes and taskorder contracting
Experience supporting one or more of the following:
- Agencylevel or GAO bid protests
- Contract audits (e.g., GSA IOA, OIG)
- Claims, REAs, or CDArelated matters
- Strong written and analytical skills, including the ability to draft and review compliance and protestrelated documentation
- Ability to coordinate with internal stakeholders and outside legal counsel
