Position Summary:

The Deputy Revenue Collector assists the Revenue Collector in the administration and operation of the Revenue Office. The position is responsible for assisting with the billing and collection of municipal taxes, sewage usage, sewer assessment, maintaining accurate financial records, and providing a high level of customer service to taxpayers. The Deputy Revenue Collector performs a variety of technical, clerical, and financial tasks in accordance with Connecticut General Statutes, municipal ordinances, and established departmental policies and procedures.

Assumes responsibility of the Revenue Office in the absence of the Revenue Collector.

Supervision Received:

Receives general supervision from the Revenue Collector, performs duties independently, and sets priorities of work tasks within general work assignment.

Supervision Exercised:

Provides general guidance and instructions to other Revenue office personnel as necessary.

Essential Duties and Responsibilities:

  • Delivers excellent customer service in person, over the phone, and electronically. Assists the public with inquiries concerning bills, office policies and procedures, payment methods, delinquent taxes, and other Revenue office operations. Strives to resolve issues independently, escalating complex matters to the Revenue Collector as necessary.

  • Performs collection duties such as receives, posts, and reconciles payments daily, including cash, checks, credit card, and electronic payments.

  • Balances the cash drawer at the end of each business day. Prepares bank deposits and maintains accurate cash handling procedures.

  • Receives, sorts, and processes mail daily.

  • Makes bank deposits (in person or by remote scan) as instructed by the Collector.

  • Assists with tax and sewer billing, including preparation, mailing, and record maintenance.

  • Interfaces with the Assessment Office for Certificate of Correction that affect tax accounts including name and address changes.

  • Assists with record retention.

  • Monitors and enters sewer deduct meter readings.

  • Reports delinquencies and payments to the Department of Motor Vehicle through their online portal. Uploads daily take off reports. Administers DMV releases per office policy,

  • Processes and issues transfer station permits.

  • Assists with delinquent tax collection processes. Prepares demand notices, intent to lien notices, lien filings, lien releases, and other collection actions in accordance with Connecticut statutes.

  • Updates bankruptcy records by monitoring files, preparing proof of claim, and noting dismissals and discharges accordingly.

  • Responds to refund requests/inquires from residents and lenders. Prepares refund request form to send out to residents, lenders, and leasing companies.

  • Codes real estate tax accounts for bank codes and updates accounts regularly as provided by lenders.

  • Reconciles accounts and assists with preparation of financial reports.

  • Assists the Revenue Collector in ensuring compliance with applicable state laws and local ordinances.

  • Supports and assigns work to other Revenue office staff. Assists staff by checking work output, responding to their inquiries, and instructing them in policy, process, and legal changes.

  • Searches land records to assure accuracy of property information.

  • Performs arithmetic computations requiring absolute accuracy to examine, verify and correct tax amounts and charges as necessary.

  • Analyzes office work processes including those related to the Town’s Revenue Collection system, applications, and equipment; and recommends improvements as necessary.

  • Maintains awareness of changes in technology to assure system efficiency.

  • Participates in professional Collector of Revenue organizations and in related training opportunities.

  • Performs backup or relief tasks in all functional areas of the department as necessary.

  • Performs other related duties as assigned.

Knowledge, Skills, and Abilities:

  • Knowledge of municipal tax collection practices and procedures.

  • Familiarity with Connecticut General Statutes related to municipal revenue collection. Must be able to apply the principles of revenue collection to resolve practical problems and to deal with a variety of concrete variables in situations where only limited standardization exists.

  • Must have strong oral, written and interpersonal communications skills, and be able to relate to staff and the public in a positive manner.

  • Ability to accurately handle and reconcile financial transactions.

  • Proficiency in office software and municipal financial systems.

  • Ability to maintain confidentiality and exercise sound judgment.

  • Strong attention to detail and organizational skills.

  • Knowledge of budgeting, accounts receivable, and accounts payable cycles using municipal fund accounting/bookkeeping systems is desirable.

  • Strong analytical, data entry, and written and verbal skills required as well as a working knowledge of general office procedures.

  • Must be skilled in performing complex mathematical calculations or arithmetic operations, including ratios, rates, and decimals.

  • Must be able to maintain financial records of some complexity and to prepare reports and statements.

  • Ability to interpret a variety of instructions furnished in written, oral, and diagrammatic or schedules form.

  • Ability to respect confidentiality of privileged information.

Education and Experience:

  • Associate’s degree from an accredited college or university in Business Administration, Accounting, or closely related field.

  • Four (4) years of experience in collection, banking, billing, bookkeeping, or accounts clerical experience.

  • Municipal experience preferred.

  • Two (2) years of progressively responsible supervisory experience in the tax assessment, tax collection, revenue collection, banking or financial services, OR Bachelor’s degree from an accredited college or university in Business Administration, Accounting or closely related field.

Special Requirements:

  • Certification as a Connecticut Municipal Tax Collector preferred.

  • Ability to be bonded if required.

  • Ability to perform duties during peak tax collection periods, which may require extended hours.

  • Must possess a valid Connecticut motor vehicle drivers license.

Work Environment:

Work is performed in a business office setting with extensive traffic, distraction, and noise. Manages and coordinates multiple priorities adhering to established time frames. The employee is required to speak or listen to taxpayer’s issues or concerns. The employee has frequent interactions with people, who at times, may be agitated regarding delinquent tax/sewer bills and or other charges. Must employ sound judgement and independence when making routine decisions. May be required to lift and move light to medium weights, for example, ledgers, office supplies, etc. Must be able to sit or stand at the counter for long periods of time. Uses repetitive motions in operating office equipment, including keyboards, calculators, check signers, fax machines and copiers. There is some stress in meeting deadlines.
