This role offers an opportunity to lead high-impact communications initiatives for complex Health and Human Services (HHS) projects, with a particular focus on supporting Medicaid clients in Guam. The Senior Consultant will design and execute strategic communications that translate policy, programmatic, and operational information into clear, actionable messaging for diverse audiences. You will collaborate closely with client leadership, consulting teams, and external stakeholders, ensuring alignment and successful implementation. This position combines content development, stakeholder engagement, and quality assurance responsibilities with a focus on clarity, accessibility, and compliance. Candidates will have the chance to influence program outcomes while operating in a dynamic, partially remote environment. Occasional travel and flexible scheduling across time zones will be part of the role, offering exposure to impactful, nationwide projects.
- Develop and implement comprehensive communication strategies aligned with program objectives, client goals, and project milestones
- Translate complex health, human services, and operational concepts into clear, audience-appropriate messaging for executives, staff, providers, beneficiaries, and the public
- Prepare executive briefings, talking points, FAQs, presentations, and client-facing materials to support stakeholder engagement and program outcomes
- Draft, edit, and review a variety of deliverables including reports, policy summaries, toolkits, websites, emails, and training resources, ensuring consistency in tone, branding, and messaging
- Oversee communication governance, review, and approval processes, coordinating with legal, policy, and program stakeholders
- Maintain version control, document communication deliverables, and ensure accessibility standards are met (e.g., Section 508 compliance)
- Collaborate with cross-functional teams and clients to track communication effectiveness and continuously optimize strategies
- Bachelor’s degree (or 10 years of relevant experience in lieu of a degree) in Communications, Public Policy, Health, or related field
- Minimum 3 years of experience supporting a State Medicaid Agency or HHS-related client as a Communications Subject Matter Expert
- Strong written and verbal communication skills with experience liaising with state and federal agencies
- Demonstrated ability in communication strategy development, planning, and execution for diverse audiences
- Experience preparing materials to support operational rollouts, training, and stakeholder engagement for large healthcare or HHS projects
- Proficiency in producing high-quality content across multiple channels and formats
- Preferred: Prosci Change Management Practitioner or Project Management Professional (PMP) certification
- Willingness to support Guam time zone (ChST) and occasional travel up to 25–50%
- Competitive base salary range: $95,000–$120,000 (location and experience dependent)
