Overview
The Technical Program Representative – Conflict Resolution (this position) will adjudicate enterprise resource conflicts between programs with competing Defense Priorities and Allocation System (DPAS) ratings in accordance with MDD-03581. The objective with each adjudication is to 1) Ensure the right decision is made by the right stakeholders, based on documented construction impact assessments & 2) EB program leadership and the Government (as appropriate) are aware of the decisions made.
The Technical Program Representative will adjudicate conflicts stemming from the Industrial Base (Purchased Material), EB Operational Resources (Footprint, Machinery, Fixtures, Manufactured Material) and EB Manpower (labor and critical skills). Due to the breadth of this scope, the Program Representative must have technical experience in Engineering/design, Operations or supply chain.
This position requires significant engagement with working leaders in Engineering/Design, Operations, Supply Chain, Contracts, Legal and Finance – therefore the candidate must have excellent written and oral communication skills and be well versed with managing conflicts.
In a typical week, the Program Representative will be executing multiple conflicts, while simultaneously executing strategic recovery actions and maintaining key metrics for leadership.

Qualifications
Required:
- Bachelor’s of Science Degree in Engineering
- 5+ years of experience in Design & Engineering, Planning, Purchasing, Operations, Contracts, Finance or Military
Preferred:
- Experience working with NAVSEA
- Experience supporting major construction evolutions or other relevant operations experience
- Lean/Six Sigma Green/Black Belt Training or PMP certification
- Project Management Experience
- Trade Supervision Experience
- Program Office Experience
