Salary Range
$100,000 - $130,000
Position Description
The Facility Security Officer (FSO) is responsible for implementing the physical and industrial security program and ensuring company and customer security requirements are met. This individual fulfills the formal roles of Security Manager/Facility Security Officer (FSO) /Contractor Program Security Officer (CPSO) to provide advanced physical, personnel, and industrial security support, responsible for implementing the physical and industrial security program and ensuring company and customer security requirements are met. The successful candidate will interface with all levels of BlackSea personnel and government management personnel to ensure contract security compliance. This position requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction. The candidate must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company facilities or information. The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, develop and execute security activities to ensure company policies and procedures are compliant with customer and government requirements for the protection of information and personnel. Additional responsibilities include managing security operations for multiple cleared facilities and CAGE codes, including compliance, inspections, investigations, and safeguarding protocols for each.
List of responsibilities include (but are not limited to):
•
Develop, implement, and maintain BlackSea’s security policies, trainings, and ensure compliance with 32 CFR Part 117 ‘NISPOM Rule”, ICDs, 5105.21 (M-1), DoDM 5205.07, DoD 5200.48 (Controlled Unclassified Information), and other applicable directives, policies and procedures set forth by the DoD and Intelligence Community.

Provide administration and oversight of 32 CFR Part 117, the “NISPOM” directed requirements, to include developing and maintaining Standard Practice and Procedures (SPP), and management of FCL requirements for BlackSea associated cage codes.
•
Manage BlackSea’s Personal security program and coordinate and manage personnel security clearance requirements to include compliance with SEAD 3.
•
Manage and ensure compliance of secure facilities in support of classified government contracts.
•
Interfacing directly with program management to address security items specific to each program/contract.
•
Serve as the primary liaison with government agencies, contractors, and other security personnel regarding facility security issues. Establish and maintain successful working relationships with government and internal customers.
•
Fulfills role as Insider Threat Program Senior Official. Leads facility and Personnel threat management processes and coordinates response with Operations, Safety, HR, and others as necessary.
•
Initiate, manage and process security clearances, access requests, and visit requests using systems such as Defense Information System for Security (DISS), eAPP (electronic SF86), NBIS (National Background Investigative Services), National Industrial Security System (NISS), and other security forms and security management databases
•
Conduct annual FCL and ICD-705 associated self-inspections, audits, and risk assessments.
•
Provide administration and oversight of COMSEC account, and compliance with applicable NSA regulations.
•
Review contracts and DD254s for security requirements, draft and issue and manage subcontract DD-254’s as required.
•
Perform a variety of administrative duties in support of company initiatives and general security procedures and requirements, including annual training requirements such as Counterintelligence and Insider Threat.
•
Monitor security conditions, known or suspected threats, and conduct ongoing analysis of data received from both external and internal sources, and advise on appropriate risk mitigation strategies. Provide threat guidance for both BlackSea CONUS locations and for growing OCONUS travel locations.

Develops, implements and administers an Operational Security program, security education, procedures and physical controls to ensure compliance with government and company regulations/requirements.
•
Administer day-to-day security programs: personnel processing, program reviews, document control system, audits & self-inspections, violation investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
• Provide clear guidance to company employees, and recommend modifications to operations policies or procedures as appropriate.
• Manage security staff and security support contracts.
•
Stay up to date with security trends, emerging threats, and regulatory changes to ensure the facility's security program remains compliant and robust.
Travel Required
5% travel to BlackSea subsidiary sites (including but not limited to offices in FL and CA) may be required for in-person meetings, briefings and audits and inspections.
Requirements:Required Skills/Education
•
Minimum five (5) years of related experience as a Facility Security Officer, Security Manager, CPSO or similar role. Related full time on the job security management, preferably in a defense industrial base entity, government or other related security field.
•
Minimum Active Top Secret Eligibility with in-scope investigation/CE date within 5 years (ICD-704 eligibility preferred).
•
Ability to obtain access to Sensitive Compartmented Information (SCI) and/or Special Access Programs (SAP)
•
Certificate of Completion of FSO Program Management for Possessing Facilities from the Center for Development of Security Excellence (CDSE)
•
Bachelor’s Degree
•
Strong understanding of Physical Security requirements to include collateral Closed Areas and ICD 705 to meet contractual needs
•
Demonstrated knowledge of 32 CFR Part 117 NISPOM Rule, SEAD 3, Adjudicative Guidelines, DoD 5200.48 (Controlled Unclassified Information) and Intelligence Community Directives (ICDs) with a working knowledge of the ICD 705 Tech Specs, and TEMPEST.

Full understanding, practical knowledge of and experience effectively using relevant DOD security databases to include DISS, eAPP, NBIS, NISS, and other security forms and security management databases.

Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate
•
Self-starter with ability to work independently, customer service orientated
•
Commitment to security - creating and delivering the highest value to customers
•
Be able to interpret company and government security policies and apply them to program operations
•
Strong communications skills, both oral and written

Experience and familiarity with NIST CUI cybersecurity requirements to include NIST Special Publication 800-53, NIST 800-171, CMMC compliance requirements

Experience with Communication Security (COMSEC) duties and responsibilities (including inventory, distribution and destruction), in compliance with government regulations/requirements
•
Certified Industrial Security Professional (ISP), DOD Security Fundamentals Professional Certification (SFPC), Special Program Security Credential (SPSC), Certified Protection Professional (CPP) certification, or Physical Security Professional (PSP) certification (Preferred but not required)
•
Professional Certification in SAP Security, SCI Administration, ICD-705, JSIG/RMF, COMSEC, or related security certifications
