Functional Description:

  • Applies analytic techniques in the evaluation of program/project objectives.
  • Analyzes requirements, status, budget and schedules.
  • Performs management, technical, or business case analyses.
  • Collects, completes, organizes and interprets data relating to aircraft/weapon/project acquisition and product programs.

Duties and Responsibilities:

As a Journeyman Program Analyst, you are responsible for providing sustainment, acquisition, and financial expertise for the E-6B Mercury strategic airborne command post aircraft supporting the Air Vehicle Flight Deck Avionic Systems (FDAS) IPT. The position would be responsible directly to the FDAS Air Vehicle IPTL in tracking of contractual and financial requirements for current fleet need/demand as well as tracking and developing future requirements that impact in-service systems. Apply knowledge and expertise in continuous process improvement environment to track performance to plan aligned with program office efforts.

Specific Tasks Include:

  • Provide sustainment, acquisition, and financial support for initiatives in support of the E-6B Air Vehicle Flight Deck Avionic Systems (FDAS) IPTL.
  • Facilitate and track spend plans using CSPT, PID planning, align SPID entries with the IPT strategy and contract execution, and respond to and develop program data calls.
  • Liaise directly with program office Contract Specialists and Procurement Contracting Officer in the development and processing of SOW, SOO, Performance Based Specifications, CDRLs, Technical Evaluations, and other contractual documentation for contracting efforts.
  • Manage procurements using the PMT including development and management of PID; coordination and preparation of all actions required for conducting Procurement Planning Conferences (PPC’s); generation, routing, and tracking of Procurement Planning Agreements (PPAs); and input, tracking, and reporting of PMT actions and milestones.
  • Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, program reviews, budget development and coordination, and program planning.
  • Participate in status briefs and recommend responses to program inquiries.
  • Serve as Program Analyst lead for managing, tracking and reporting procurement status and activities.
  • Support the operation of the IPT including scheduling and organizing meetings, making data calls and assessing the data, updating schedules, and support the development of procurement packages.
  • Track program/project status and schedules.
  • Develop and coordinate program documentation, requirements documents, and program and budget/funding resource plans.
  • Support acquisition strategy development, prepare for program reviews, and review and recommend alternative strategies to reduce program risk.

Required Experience:

Minimum of 3 years of combined experience performing duties described in the functional description.

Desired Experience:

  • At least 2 years of experience developing and coordinating procurement documentation.
  • Experience with acquisition reviews and cost analysis.
  • Experience with the following: Common Spend Plan Tool (CSPT), Program Management Tool (PMT), Contract Data Requirements Lists (CDRLS), Program, Planning and Budgeting System (PPBS), Statements of Work (SOW), and Procurement Initiation Documents (PIDs).
  • Knowledge of aircraft flight deck systems and the modification of those systems for in-service aircraft.
  • Experience working with OEMs, preparing J&As and developing and editing SOO/SOWs.
  • An understanding of the risk management process and the ability to assist with the preparation or review of CDRLs.
  • Familiarity with the engineering change process and avionics is a plus.
  • Proficiency in MS tools, PowerPoint, Excel, TEAMS, and MS Project.
  • Ability to create pivot tables and graphs of data from exports of CSPT and other sources.

Education Requirements:

BA/BS degree from an accredited college

Or

Associate’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.

Or

Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.
